But it's well documented. Yugoslavia broke up. Serbia wasn't happy and tried to keep it together. Serbia had by far the strongest army. Eventually, they did become the biggest aggressors.

For example, when Soviet Union broke up, Russia didn't immediately attack newly independent republics. Serbia did. Russian neighbors were much safer during similar dynamics.
