एक ट्रेंड चल रहा है— 'Reservation Hatao'
हो सकता है आपके चार दोस्त हों, जिन्हें लगता हो कि आरक्षण की वजह से उनका चयन नहीं हुआ। उनकी पीड़ा भी वास्तविक है, उसे नज़रअंदाज़ नहीं किया जा सकता।
लेकिन क्या सिर्फ़ उन्हीं चार लोगों की कहानी पूरे भारत की कहानी है?
मैं गाँव से आता हूँ। मैंने अपनी आँखों से ऐसे परिवार देखे हैं जो इंसानी मल साफ़ करते थे। ऐसे बच्चे देखे हैं जिन्हें स्कूल में अलग बैठाया जाता था। जिनके छू लेने पर लोग नहाने चले जाते थे। यह कोई सैकड़ों साल पुरानी कहानी नहीं, आज भी बहुत से गाँव ऐसे हैं जहाँ वो समाज के नल से पानी नहीं पी सकते। आज भी उनकी बारात गाँव के बीच से नहीं निकल सकती।
सोचिए... जिस समाज ने किसी इंसान को जन्म के आधार पर ही सम्मान से वंचित कर दिया हो, उस मानसिक और सामाजिक दूरी का क्या ?

इसका मतलब यह भी नहीं कि आज का आरक्षण सिस्टम बिल्कुल परफेक्ट है।मैं खुद मानता हूँ कि Reforms की ज़रूरत है।?
जैसे General वर्ग में EWS आया।
जैसे OBC में Creamy Layer और Non-Creamy Layer का सिद्धांत आया।
SC/ST आरक्षण में जिन परिवारों की कई पीढ़ियाँ शिक्षा और अवसरों के माध्यम से आगे बढ़ चुकी हैं, उनके बारे में भी नीति-निर्माण के स्तर पर चर्चा हो सकती है।
लेकिन एक बात समझिए।
जब राजनीति आज भी जाति पर होती है...
जब समाज में आज भी जाति पूछी जाती है...
जब सामाजिक भेदभाव पूरी तरह खत्म नहीं हुआ...तब केवल यह कहना कि "आरक्षण पूरी तरह खत्म कर दो और सब कुछ सिर्फ़ आर्थिक आधार पर कर दो"
मेरा मानना है कि देश को दो अतियों से बचना होगा।
एक - 'कुछ मत बदलो।'
दूसरी -'सब खत्म कर दो।
'सही रास्ता है- सुधार (Reform), डेटा के आधार पर नीति, और सामाजिक न्याय के साथ समान अवसर।
क्योंकि किसी भी नीति का उद्देश्य समाज को बाँटना नहीं, बल्कि एक दिन ऐसी स्थिति तक पहुँचाना होना चाहिए जहाँ किसी विशेष सहायता की आवश्यकता ही न रह जाए।

जितने भी ऑनलाइन एग्जाम होते हैं यानी CBT (Computer Based Test), उनमें पेपर लीक होना लगभग नामुमकिन है।
कैसे होगा? पेपर तो exam time पर ही system में land होता है।

CBT में पेपर लीक नहीं, बल्कि cheating होती है।

System का remote access कराकर बाहर बैठे solver gang से live paper solve कराया जाता है। आज maximum CBT exams इसी बीमारी का शिकार हैं।

आज लगभग सब कुछ outsourcing और private companies के भरोसे चल रहा है। ज़रूरत है कि सरकार का अपना exam infrastructure हो या फिर सिर्फ़ उन्हीं credible agencies like TCS से exam कराए जाएँ जिनका track record मजबूत हो।

साथ ही एक Centre Affiliation Board होना चाहिए जो पूरे देश के CBT centres का audit करे, standards तय करे और उनकी accountability सुनिश्चित करे।

Paper leak और CBT cheating दोनों अलग-अलग समस्याएँ हैं।
