73% SUPPORT #TCAVA ? 71% OPPOSE? LOOK AT WHAT WAS ASKED.

Senate VA Republicans promoted Mission Roll Call’s finding that 73% of respondents supported TCAVA. Now DAV reports that 71% of its respondents oppose TCAVA unless Section 108’s benefit cuts are removed.

Put these screenshots side by side. The difference deserves an explanation.

Mission Roll Call asked about support for TCAVA as a whole. Its published survey questions did not explicitly ask whether respondents supported Section 108’s tinnitus and sleep-apnea changes. Its own findings also showed that 59% thought public discussion explained the funding mechanism poorly or not at all.

DAV addressed the disputed provisions directly. Its survey found:

• 71% opposed TCAVA unless Section 108 was removed.
• 65% wanted the full Major Richard Star Act.
• Just 5% favored a reduced or capped version.
• Only 1% favored cutting future disability compensation to fund the Star Act.

These were different surveys with different respondents and questions. This is not proof that the same veterans changed their minds. It is evidence that support for a broad benefits package cannot be treated as approval of every provision inside it.

@JerryMoran and @RepBost : will you give DAV’s findings the same public attention you gave the 73% support figure?

Veterans can support retirement relief and reject the price attached to it.

Pass the full Major Richard Star Act. Protect earned benefits. Stop treating support for helping veterans as permission to make other veterans pay.

Read the fine print on TCAVA. The pay-for is the point.

This bill lets Congress reach directly into the VA rating schedule for the first time — cutting tinnitus (3.6M vets) and sleep apnea (763K vets) to “fund” benefits vets already earned. Once that precedent exists, it can’t be undone. Migraines, sinusitis, diabetes, and other toxic exposure presumptives are already on the wish list.

Why legislation? Because the VA’s own version of this rule has been grinding through the regulatory process since 2022 — the process that requires public comment and evidence. Rather than clear that bar, they stuffed the cut into an omnibus and used the Major Richard Star Act as the bow on the package.

Pass the Major Richard Star Act clean. Don’t fund one generation of vets by cutting the next.
