But the official statistical analysis focuses almost exclusively on the former, rather than the latter. This produces an incomplete picture of what is really going on.

@Khadija_Ismayil To my knowledge, AZE has never implemented a leading case, and has therefore never resolved a fundamental problem identified by the ECtHR.

@Khadija_Ismayil Individual cases can be closed simply by paying compensation. This is not too difficult to do and the AZE government has done this for a proportion of its cases.

Meanwhile, leading cases can only be closed if the government addresses the underlying problem involved.
