Rural Texas Industrial Compatibility Act

A friend reminded me that it is important that sponsors know what work they are supporting. ๐คฆ๐ฝโโ๏ธ A little preview of my proposed legislation is attached below.
I help everyday Texans understand what is happening to their land, their water, and their county; and then help them take the next step before a project is already in the ground. Calls. Research. Printed packets. Meetings. Presentations. Draft language that officials can actually use.
That work has a clear aim: protect rural Texas without pretending the state can never grow.
I have a working draft I want filed in the 90th Texas Legislature: the Rural Texas Industrial Compatibility Act. It is a practical way to say yes to growth in the right places, and no to industrial projects dropped next to homes, wells, and livestock with no real review.
Right now, unincorporated counties cannot zone. That is how utility-scale solar, wind, battery storage, and data centers end up on farm and ranch land before neighbors ever get a fair hearing. This draft changes that.
Before anyone clears a field or hooks up to the grid, they would have to get a state compatibility permit. Independent experts (not the company) would study water, soils, and effects on neighbors and livestock. Homes and herds would get setbacks unless the owner agrees in writing. The water plan would have to be sustainable. No permit, no interconnection.
Landowners could still lease or sell. Oil and gas would stay under existing law. Counties would not get a blank zoning pen. Fees are meant to pay for the program so this is not another bill dumped on taxpayers.
That is the benefit. Rural families keep a say. Farms and ranches are not treated as empty space. Good projects that belong on industrial ground can still move. Neighborhoods and working land get a process worthy of Texas.
I have sent the draft to House and Senate offices (State Representative @brentmoney & @SenatorBobHall ) and asked that this Act be reviewed before pre-file opens November 9.

The EPA has approved a new kind of pesticide for use inside honey bee colonies.
Itโs called Vadescana, and instead of killing Varroa mites with a conventional chemical pesticide, it uses double-stranded RNA to interfere with a specific gene to keep the mites from being able to reproduceโฆย
And bees consume the treatment inside the hive.
RNA gene editing technology again interfering with reproduction, does this sound like something we want in our HONEY?
And the EPA has established a tolerance exemption for Vadescana residues in honey and honeycomb, meaning there is no numerical maximum residue limit required.

PROPERTY TAXES ARE SKYROCKETING all over Texas right now (exactly as I predicted last session).
Local elected officials are blaming the state government... and the state government is blaming the locals.
Spoiler alert: they're BOTH correct!!
Here's why:
1) Local elected officials are are absolutely responsible when they vote to raise property taxes by adopting a tax rate higher than last year's effective tax rate (also called the "no-new-revenue" rate), and...
2) The Texas government is absolutely (and ultimately) responsible because it authorized the local governments to enact these outrageous property tax hikes.

Jonah, the โintellectual Nerf batโ here is your inability to draw a distinction between what the constitution protects regarding religious liberty and the worldview that INSPIRED that protection, which was explicitly Christian, as Charlie Kirk so ably demonstrated here.
The American Founding was the political fruit of a people formed by Scripture, church, and a Christian account of man, which includes that we are created equal, born fallen, accountable to God, and endowed with rights no king may revoke.
John Adams made the point EXPLICITLY when he told Jefferson that โthe general principles on which the fathers achieved independence were the general principles of Christianity,โ and that those principles are โas eternal and immutable as the existence and attributes of God.โ (Perhaps you have not read this?)
That is WHY the Declaration speaks of a Creator, of Natureโs God, and of rights that are unalienable rather than granted by Parliament.
A Christian worldview supplied the moral architecture that religious liberty is not something the government permits us and it also recognized that government itself is limited because it stands under the higher moral law of the Creator.
James Madison also illustrated why the founders protected religious liberty the Virginia Declaration of Rights when he wrote that โReligion or the duty which we owe to our Creator and the manner of discharging it, can be directed only by reason and conviction, not by force or violence.โ
They even knew such a constitution cannot survive a people who have abandoned the habits of Christianity. (Or what morality did you think Adams was referring to in his oft-quoted line, โOur Constitution was made only for a moral and religious People. It is wholly inadequate to the government of any other.โ)
Washington said the same in his Farewell Address (โOf all the dispositions and habits which lead to political prosperity, Religion and morality are indispensable supports.โ)
So I suggest a little more reading and that you try to think in distinctions between cause and effect.

โA bombshell White Coat Waste investigation released this week documents more than $225 million in new National Institutes of Health funding for dog and cat experiments awarded, supplemented, renewed, or extended since February 2025.
The total includes new grants and contracts, additional discretionary money for existing awards, and project extensions that keep taxpayer-funded laboratories running.
By June, White Coat Waste had identified more than $150 million, and by early September the figure had jumped to more than $225 million, a roughly 50 percent increase.
Nearly 44 percent of the identified spending, more than $98 million, went to pharmaceutical companies conducting dog tests. Another $11.7 million supported invasive cat experiments.
That $225 million-plus exceeds the NIHโs highly publicized $150 million investment in non-animal methods, or new approach methodologies, by more than $75 million.

Records show a new grant of up to $2.4 million to the University of Minnesota for experiments on 60 kittens as young as two months old that include drilling holes in their skulls, injecting viruses into their brains, inducing strokes, and killing them.
A $439,016 award went to the University of Wisconsin-Madison to maintain a colony breeding nearly 300 kittens with glaucoma, some of which are killed before they are one day old so their eyes can be dissected.
Vanderbilt University received approximately $3.9 million, including a new five-year grant approved in February 2026, for glucose experiments that put dogs on high-fat, high-fructose diets to induce obesity, diabetes, and liver failure before inserting catheters and harvesting tissue.
Roughly $2 million flowed to the University of Utah for heart studies that tie off arteries, implant pacemakers and electrodes, deliver electric shocks and radiation, then harvest the dogsโ hearts.
An additional $1.9 million went to a University of Missouri laboratory that infests beagles with ticks.
Temple University received $305,627 to sever catsโ spinal cords and force them to walk on treadmills.
A new $7.2 million contract supports a University of North Carolina colony breeding puppies with bleeding disorders.
Syntis Bio got $916,400 to force-feed experimental weight-loss drugs to beagles.
Dozens of Small Business Innovation Research awards totaling tens of millions more pay pharmaceutical firms to run investigational new drug studies on dogs for conditions ranging from cancer and ALS to opioid-use disorder.
NIH officials, including Fauci-fan girl Deputy Director Nicole Kleinstreuer, have said they are working to phase out certain animal tests and that much of the activity predates the current administration. White Coat Waste notes that while some projects began earlier, the agency retained full discretion over whether to issue new awards, add discretionary funds, renew grants, or extend contracts after February 2025.
Those decisions continued.
White Coat Waste, which previously forced the cancellation of nearly $2 million in planned Fauci-era beagle experiments in 2022, argues that a genuine phase-out requires an immediate halt to new dog-and-cat grants and contracts, a ban on supplements and extensions, and an enforceable deadline with measurable spending cuts rather than press releases about future intentions.โ
