The Government of the Republic of Namibia, through the Namibia Green Hydrogen Programme (NGH2P) under the leadership of the @NPC_Namibia, hosted a regional stakeholder engagement in LÃŒderitz on Monday, 08 June 2026, as part of Namibiaâs preparation of the @CIF_Action Industry Decarbonisation Programme Sectoral Transformation Investment Plan (CIF IDP s-TIP).
The engagement, held at the LÃŒderitz Waterfront Development Company Conference Centre, brought together regional leadership, traditional authorities, local authorities, state-owned enterprises, project developers, development partners, youth and womenâs representatives, labour organisations, training institutions and community stakeholders. The session formed part of Namibiaâs national effort to gather grounded regional inputs ahead of the countryâs CIF Investment Plan submission, aimed at unlocking up to USD 250 million in concessional funding for green industrialisation and industry decarbonisation projects.
The workshop focused on regional readiness, infrastructure needs and stakeholder priorities, with particular attention to clean energy, green hydrogen and broader green industrialisation opportunities in the ||Kharas Region. Discussions covered Namibiaâs national vision for clean energy and industrialisation, the overview of 78 shortlisted developers, common-user infrastructure requirements, community participation, labour readiness and local inclusion.
Delivering the keynote address, ||Kharas Governor Hon. Dawid Gertze said the region occupies a special place in Namibiaâs emerging green industrial future. He noted that Namibiaâs green industrialisation agenda âis no longer just a policy conversation in Windhoek or a topic discussed at international summits,â but has become a practical regional and local matter linked to livelihoods, jobs, skills, infrastructure and community trust.
The Chairperson of the ||Kharas Regional Council, Hon. Gerrit Witbooi, welcomed participants and emphasised the importance of ensuring that regional voices are reflected in the national process. He stated that the engagement was ânot an ordinary consultation,â but part of Namibiaâs preparations to unlock significant concessional financing for the countryâs green industrialisation agenda.
Key sessions assessed enabling infrastructure such as port facilities, transmission corridors, desalination and bulk water supply, rail and road corridors, pipelines, storage and shared utilities for industrial zones. Stakeholders also discussed social licence, workforce development, inclusivity, local enterprise opportunities and community expectations.
Inputs gathered from LÃŒderitz will contribute to the development of a stronger, regionally informed and nationally relevant CIF IDP s-TIP that supports investment, job creation, industrial growth & long-term sustainable development.
Thyssenkrupp Uhde says Namibia remains a key investment focus as the company positions itself to participate in the countryâs emerging green industrialisation and logistics sectors.
Thyssenkrupp Uhde Senior Vice President for Sub-Saharan Africa, James Mnyupe, said the company is engaging both government and private sector stakeholders on potential investments and partnerships linked to Namibiaâs industrial development agenda.
He said the companyâs global chief executive recently visited Namibia, where meetings were held with Kaire Mbuende and Vice President Lucia Witbooi to discuss potential investment opportunities.
âAnd we, of course, expressed our interest and excitement at being able to potentially invest in Namibia,â Mnyupe said.

JUST IN: The Namibian government has approved the establishment of a new Green Industries Council, replacing the former Green Hydrogen Council whose term ended in February 2025.
The announcement was made today by government spokesperson Emma Theofelus during this weekâs Cabinet briefing, where she outlined resolutions adopted during the 12th and 13th Cabinet meetings held on 28 April and 6 May 2026 under the chairpersonship of President Netumbo Nandi-Ndaitwah.
According to Cabinet, the new council will oversee Namibiaâs broader green industrialisation agenda, focusing on policy coordination, institutional alignment and investment priorities aimed at accelerating industrialisation, economic diversification and job creation.
Cabinet further stated that the council will be chaired by the director general of the National Planning Commission and will include representatives from key institutions, including the ministries of finance; industries, mines and energy; agriculture, fisheries, water and land reform; environment, forestry and tourism; international relations and trade; urban and rural development; the Office of the Attorney General; and the Bank of Namibia.

Namibia courts Chinese investment in green hydrogen and renewable energy
Namibia is intensifying efforts to attract Chinese investment into its emerging green hydrogen and renewable energy sector as it positions its vast solar and wind resources as key drivers of future industrialisation.
During an official visit to China, Minister of International Relations and Trade Selma Ashipala-Musavyi said a stable and diversified energy mix is critical to supporting long-term economic growth, with renewable energy projects expected to play a central role.
âIn terms of the green economy, we are becoming a major player in green energy and green hydrogen. I also see that Chinese companies are taking an interest and, in fact, we have been encouraging them to come to Namibia to explore opportunities. This is because Namibiaâs topography and climatic conditions are highly suitable for renewable energy development. We have abundant sunshine and strong wind resources, which are key sources of energy,â she said.

This past week, the Namibia Green Hydrogen Programme (NGH2P), under the leadership of the National Planning Commission, convened the first regional CIF IDP s-TIP Stakeholder Engagement in Walvis Bay, Erongo Region, bringing together State-Owned Enterprises, regional and local authorities, traditional and conservancy leaders, community representatives, developers, labour, academia, and development partners. The s-TIP is a national planning instrument meant to identify the projects, infrastructure priorities, policy actions and institutional requirements that will help Namibia move from ambition to implementation in green industrialisation. The consultation focused on regional readiness, infrastructure needs, stakeholder priorities, common-user infrastructure, local participation, and leadership alignment, all of which are essential to ensuring that Namibiaâs final submission is grounded in regional realities and implementation needs.

Opening the engagement, His Worship Cllr Johannes Shimbilinga, Mayor of Walvis Bay, highlighted the strategic role of the town in Namibiaâs industrial future. He noted that:âšâWalvis Bay is uniquely positioned at the centre of Namibiaâs industrial, logistics, and maritime economy.â

The importance of the Erongo Region was also stressed by Joseph Mukendwa, Interim Head of Programme at NGH2P, who stated that this consultation is only the beginning of a broader national process. Mukendwa explained that the choice of Walvis Bay was deliberate, given the regionâs strategic relevance to Namibiaâs green industrialisation ambitions and the presence of approximately six active projects in the broader green industrial space.

The task now is to work with transaction advisers and stakeholders to refine these concepts into a pipeline of bankable projects that can form part of the s-TIP and ultimately deliver tangible impact, unlock economic opportunities for Namibians.

Namibia is set to launch its first green hydrogen-powered heavy-duty freight locomotive later this year, according to https://t.co/SgSav9vJMe.
The project is being spearheaded by https://t.co/SgSav9vJMe Namibia in partnership with TransNamib Holdings Limited and Africa Global Logistics. The locomotive is currently being assembled at the facilities of Traxtion, a South African rail engineering and refurbishment specialist.
