Concerns Regarding the Mexican Government’s Alliances and Rule of Law

Dear Congresswoman Maria Elvira Salazar,

I am writing to express deep concern about the current actions and alliances of the Mexican government, which, in our view, represent a serious threat to democracy, regional stability, and the integrity of the USMCA (T-MEC).

The government of Mexico has openly aligned itself with authoritarian regimes, particularly those of Nicolás Maduro in Venezuela and Miguel Díaz-Canel in Cuba. Public resources that Mexico does not have are being transferred to Cuba, including through the hiring of Cuban doctors under opaque agreements. These arrangements not only lack transparency, but also serve to financially sustain the Cuban regime rather than genuinely strengthen Mexico’s public health system.

At the same time, Mexico is facing a severe institutional crisis. The current Judicial Branch lacks legitimacy, as it is the result of an illegal overrepresentation in Congress that allowed the ruling party to impose constitutional changes by crushing minority representation. This concentration of power directly undermines democratic checks and balances and creates legal uncertainty that affects international commitments, including the USMCA.

We are also deeply alarmed by the growing and well-documented collusion between organized crime and political authorities in Mexico. Despite overwhelming evidence, these networks continue to be protected at the highest levels of government, including by the current president. This situation has grave consequences for security, human rights, and bilateral cooperation.

For these reasons, we are concerned that the government of the United States has not taken stronger action to address these developments, which pose risks not only to Mexico but to the entire region and to the rule-based trade and security framework shared by our countries.

We respectfully urge you to consider these issues and to support stronger oversight and accountability mechanisms in U.S.–Mexico relations, in defense of democracy, the rule of law, and human rights.
