मार्केट में आए नये सरकारी नृतकों द्वारा फैलाया जाता है कि UPI मोदी सरकार की सबसे बड़ी आर्थिक क्रांति है। इसलिए थोड़ा सा UPI का इतिहास जान लेते हैं। UPI को साल 2016 में लॉंच किया गया लेकिन सवाल ये है कि किसने? जवाब है- NPCI ने यानी National Payment Corporation of India ने जिसे साल 2009 में मनमोहन सिंह द्वारा बनाया गया था जिसका उद्देश्य था- to integrate all the payment mechanisms in India and make them uniform for all retail payments यानी जितने भी पेमेंट या ट्रांजेक्शन किए जा रहे हैं, उन्हें एक जगह लाना। इसी साल मनमोहन सिंह आधार कार्ड स्कीम लेकर आए। इस आधार कार्ड स्कीम का मोदी ने विरोध करते हुए कहा था कि कहाँ ये ख़ामख़ा आधार कार्ड बनवाए जा रहे हैं। इसका कोई काम नहीं है। और सरकार आधार कार्ड पर बिना बात खर्च कर रही है। आप “Modi on Adhar Card” से यूट्यूब पर सर्च करेंगे तो वह वीडियो मिल जाएगी।

साल 2012 में RBI जिसके अंदर NPCI काम करती थी, उसने एक विजन स्टेटमेंट जारी किया कि अगले 4 साल के भीतर- RBI भारत में एक safe, efficient, accessible, inclusive, interoperable and authorized payment and settlement system बनाएगी। इस तरह साल 2016 में NPCI ने UPI लॉंच किया। जो भारत के लिए एक बड़ी सफलता बनी। UPI का मोदी से कोई नाता नहीं है। उनके पास आधार कार्ड को देखने का विजन नहीं था। जिसने जनधन स्कीम से लेकर सभी सरकारी कामों को एकीकृत करने में बड़ी भूमिका निभाई। UPI की जड़ें 2014 के बाद नहीं बल्कि 2009 में जाती हैं। मोदी पर एक इंटरनेशनल स्कूल, एक ढंग का IIT, एक ढंग की यूनिवर्सिटी या अस्पताल नहीं बना। जवाहर नवोदय स्कूल से लेकर JNU तक, मोदी ने सिर्फ़ बर्बादी की है। उनके द्वारा Demonetisation जैसे मूर्खतापूर्ण कदम लिए गये। उनके पास वो विजन नहीं जो सुप्रसिद्ध अर्थशास्त्री डॉक्टर मनमोहन सिंह के पास था। मनमोहन की दूरदर्शिता थी जिन्होंने आधार और NPCI जैसे संस्थान खड़े किए। ये इस देश का दुर्भाग्य था कि 2014 में उस विजनरी लीडर को हमने अपमानित कर विदा किया। मनमोहन के उगाये पेड़ के फल आज भारत खा रहा है। लेकिन फलों को बेचने वाला व्यापारी, उन फलों को उगाने वाले पेड़ों की जड़ें रखने वाला हो ये ज़रूरी नहीं। आधार कार्ड, UPI, स्वच्छ भारत अभियान ये सब विजनरी लीडर मनमोहन का काम थे।
