This letter is an absolute goldmine of Indian scientific history. It is a typed letter written by the legendary physicist S.N. Bose to his lifelong friend and legendary statistician P.C. Mahalanobis.
In Feb 1947, India was on the absolute brink of Independence and Partition. Mahalanobis was traveling in the US, while Bose was holding down the fort back in Calcutta, running the day to day administration of the Indian Statistical Institute (ISI) from the Statistical Laboratory at Presidency College.
Bose mentions a letter from Sargent to Deshmukh:
"Deshmukh" refers to C.D. Deshmukh, who was then the Governor of the Reserve Bank of India (and later India’s Finance Minister). Deshmukh was a crucial patron and President of the Indian Statistical Institute.
"Sargent" refers to John Sargent, the Educational Adviser to the GoI (famous for the 1944 Sargent Report on post-war educational reconstruction).
ISI was fighting for central government funding and national recognition as a permanent institute. Sargent and Deshmukh were locked in negotiations over how the Post-War Reconstruction funds would be allocated to scientific research institutes in India.
In the early years, the Indian Statistical Institute did not have its own dedicated campus (like the present 1 in Baranagar, Kolkata). Mahalanobis literally ran ISI out of his own family property and rooms at Presidency College!
Bose is reminding Prasanta that the formal lease/agreement for using Mahalanobis's personal property for ISI offices was expiring, and that Bose would defend Mahalanobis's interests before the council.
