The Somaliland Prisoners Held in Las Anod

Who is actually negotiating or advocating on their behalf? The Garaads? Firdhiye? President Hassan Sheikh Mohamud (HSM)? Or a public that has been given different expectations by different actors?

The prisoners have increasingly become a political bargaining tool, but there is no single decision-maker. Instead, multiple actors are pursuing different objectives, often with competing priorities.

Hassan Sheikh Mohamud (HSM): May view the issue as leverage to bring Somaliland back to the negotiating table.

The Garaads: They do not all share the same position. As Garaad Jaamac acknowledged, there are differing views and approaches among the traditional leadership.

Firdhiye: Appears to use the issue to seek political concessions from the Somali Federal Government and present them as achievements for the people of Las Anod.
The people of Las Anod: Many are primarily concerned with determining their own political future and how they are governed.

Thats why most of the people here on X begin by raising “Ceerigaabo, accept Sool-Bari administration or this and that” while diverting from the core issue on which the discussion stands. Which is a conflict among the Garads of Lascanood, Firdhiye himself and the armed militia which doesnt answer to no one.​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​

The key point is that there are multiple centres of decision-making, each with its own interests, calculations, and desired outcomes. These interests do not necessarily align, meaning decisions about the prisoners are shaped by competing political agendas rather than a single unified position.

Conclusion: The communities involved remain heavily armed and have not achieved genuine reconciliation. The Adhi Cadeeye massacre serves as a reminder that the underlying conflict remains unresolved, making any political settlement both complex and fragile.
