We would have to spend huge amts of $ to build shipyards that are eother doing nothing or hugely subsidized to compete.

because there has to be to have gameplay, and the fights are boring busywork. It also pigeonholes them into hero with weapon stories, instead of trying new directions.
story heavy RPG's really need to move away from combat as the main source of gameplay. The split focus usually ends up making the combat worse than a game built around it, and makes the game and story predictable and tedious. If you go somewhere, you know there will be a fight...
