🔹 The reality : Over 8,000 fewer pupils were in independent schools in September 2024, with an estimated 2,500 more believed to have transferred mid-year 2025.
Schools are closing, teachers are losing jobs, and the damage is already being felt. This is just Year 1 of the policy, and displacements have already exceeded the government’s projected 3,000.
🔹 The article focuses on students currently in independent Y6 applying for state Y7 places. But what about the state Y6 children who would have typically moved to independent schools at the Y7 transition, but are now staying in the state system due to VAT? (And for that matter other big transition years too Y9 and Y12) This policy drives both leavers and non-joiners — combined these add cost and stress to the state system.
🔹 Independent school parents have always applied to both state and independent schools at Year 6/7 to keep their options open. We will only know in September how many of those children take their state place and the impact on both sectors.
🔹 The article’s focus on first-choice placements is misleading. First-choice rates are influenced by many factors, such as birth rates (including a fall in this new Y7 cohort born in 2014 vs 2013), local state school performance, housing trends, and admission policies. To selectively use this as 'proof' that VAT isn’t having an impact in selected parts of the country is simply not accurate.
🔹 The IFS predicted the impact of VAT will grow as more families feel the squeeze from rising costs. We’re only starting to see the ripple effects, and yet the Labour government will be avoiding a full assessment beyond the first six months. Why? Because the truth is already uncomfortable.
