@sanjiva In reality this is happening anyway either through cheap labor or automation. Read about Myanmar kidnapping and forced labour. They democratise it so that this capability is not limited to most sophisticated and cruel.

They could have charged him under s. 111 of the Anti-Corruption Act. Instead they used sections 386 and 388 of the Penal Code and section 5(1) of the Offences Against Public Property Act No 12 of 1982.
They threw in the last section to make it difficult to get bail (section 8 of Act No. 12 of 1982)..
They took him in on Friday, so that he would be kept in remand for at least the weekend.
The talk about falsification of records appears a red herring. If that was an issue they should have taken him in on s. 5(2) not sec. 5(1) of the Offences against Public Property Act.
