Minneapolis Police Chief Brian O’Hara said tensions had been brewing in Minneapolis for weeks before a woman was killed in her car by an ICE officer on Wednesday, telling CBS Mornings that the deadly shooting “was entirely predictable.”
Chief O’Hara said his officers responded to the scene after receiving a 911 call and worked to contain the scene, saying that a criminal investigation is “absolutely needed in this case.”
