When the median rent of a city is high, and the vacancy rate is low, homelessness will be higher. Create more housing, alleviate these conditions. It's pretty simple!

And with EVs being (currently) heavier and not paying gas tax this type of tax helps offset that imbalance.
The short version: Bird lets riders pay with preloaded wallet balances ("Bird cash"), much like a gift card or metro card. Sometimes people took rides but didn't have enough Bird cash to pay. Bird recorded the full price of the ride as revenue anyway!
