@Guntigaab True. Koonfur Bari is one of Somalia’s most populated regions, as conflict pushed many into major cities. Much of Mogadishu’s 3 million population trace back to Koonfur Bari, displaced since the civil war and recent fighting. The federal gov hasn’t been fully honest in this war, but the new Koonfur Bari administration, backed by Mootooley Darwish forces, is expected to finish it, so people can return to their fertile lands and rebuild food production.
In this sense, the Biimaal are not presented only as a historical reference, but as a continuous and enduring socio-political force. The Biimaal of yesterday persisting as the Biimaal of today. The poet’s message goes beyond remembrance and becomes a call for renewed collective awareness and a revival of leadership rooted in historical legitimacy. It urges the community to reassert its role in local governance, rather than remain passive in the current political arrangement where leadership is entrusted to Omareey, a descendant of earlier heroic lineages. The poem, therefore, functions as both memory and exhortation, calling for a reawakening of responsibility grounded in ancestral legacy and historical continuity.
South East State (Koonfur Bari) has been formally established following the successful conclusion of the Guulwade Conference (3–14 May 2026).
Mr Cumareey Cali has been elected State President, with a two-year mandate to lead the formation of state institutions, in line with the Federal Government’s constitutional framework.
This outcome follows a structured consultative process beginning in July 2025, through the Dhurqabe I (Mogadishu) and Dhurqabe II (Marka) conferences, culminating in the adoption of a State Constitution and the establishment of transitional governance.
We extend our congratulations to the newly elected leadership and all stakeholders involved. We further urge peaceful engagement and call on the international community and the Federal Government to observe and respect this locally led process.

The Guulwade Conference (commenced 3 May) has entered its final phase. Candidates were officially registered today, with elections for South East State (Koonfur Bari) scheduled for tomorrow on 14th May 2026.
This follows the adoption of the State Constitution and flag on 11 May, marking significant progress in state formation.
We urge peaceful public participation and call on the international community to observe and respect this locally led process. Federal authorities are invited to acknowledge its outcomes, while recognising the diverse communities efforts in independent peace and state-building, aligned with constitutional principles of the Federal Government.

The Guulwade Conference in Marka City brings together delegations from different communities, calling for a shared state government aligned with the federal constitutional structure. As the Chairperson of the Cultural and Political Council of the Biimaal Communities said, the conference was opened and handed over to all delegations» A Conference Committee Chair was jointly elected.
This reflects how the people of these regions are coming together through the conference, with a shared desire for inclusive self-governance through dialogue.

The «Guulwade» Conference, which opened yesterday in Marka City, Lower Shabelle, has entered its second day.
The two-week gathering will deliberate on the formation of a self-governing administration for communities residing in Lower Shabelle, Middle Shabelle and Lower Jubba. In these regions, governance has not effectively extended to these wider communities since the establishment of the Jubbaland and South West regional governments, and there is now an aspiration to establish a local regional administration aligned with the Somali Federal system.
The international community is urged to closely follow the proceedings and support inclusive dialogue, stability, and locally driven governance initiatives in the region.

Following three days of deliberations in Marka, the “Dhurqabe 2” consultative conference, bringing together the 4 Biimaal Sub-clans and Dabruube has concluded successfully.
Thousands of Participants reached to initiate the «Guulwade Initiative», an inclusive platform aimed at engaging all communities across Lower-Shabeele, Middle-Juba, and Lower-Juba in constructive dialogue.
The conference represents a corrective step in response to over a decade of shortcomings in local governance across these regions, reaffirming a shared vision for stability, cooperation, and accountable, locally anchored administration in Southern Somalia Particularly lower-Shabeele, Middle-Juba and lower-Juba regions.
The international community is urged to take due note and extend appropriate support to this community-driven process.

Bimaal community in Marka Calls on International Partners for Inclusive Governance
Key Points:
• The Bimaal regions were incorporated into Jubbaland State and South West State without adequate consultation during the previous term of Hassan Sheikh Mohamud, raising concerns over fair representation and social cohesion.
