➡️ क्या भारत की भाषाओं को आधार बनाया जाएगा, या विश्व की 6,000+ भाषाओं को भारत में माइनॉरिटी का दर्जा मिलेगा❓
➡️ क्या लिंग के आधार पर माइनॉरिटी तय होगी❓
➡️ क्या भारत में जन्मे धर्मों के आधार पर माइनॉरिटी परिभाषित होंगे, या फिर दुनिया के 1,100 धर्मों को भारत में मान्यता मिलेगी❓
फिर यह भी तय होना चाहिए—
👉 माइनॉरिटी की पहचान राष्ट्रीय स्तर पर होगी❓
👉 या राज्य स्तर पर❓
👉 या ज़िला स्तर पर❓
और यह परिभाषा क्या होगी—
संख्या के आधार पर, या प्रतिशत के आधार पर❓
यदि प्रतिशत आधार पर होगी तो—0.5% वाला माइनॉरिटी कहलाएगा, 1% वाला या 2% वाला❓
आज तक इस मुद्दे पर न संसद में बहस हुई, न सुप्रीम कोर्ट में, न ही UPSC/IAS के सिलेबस में कोई स्पष्ट परिभाषा दी गई।
मैं माननीय सुप्रीम कोर्ट से निवेदन करता हूँ कि—
👉 सबसे पहले "माइनॉरिटी" की स्पष्ट पहचान और गाइडलाइन तय की जाए।
हालाँकि यह कार्य संसद और केंद्र सरकार का है, क्योंकि—
📌 नेशनल माइनॉरिटी कमिशन एक्ट और माइनॉरिटी एजुकेशन एक्ट संसद द्वारा बनाए गए कानून हैं।
इसलिए यह ज़िम्मेदारी संसद और सरकार की है कि तय करें—
✅ राष्ट्रीय स्तर पर माइनॉरिटी देखी जाएगी❓
✅ राज्य स्तर पर❓
✅ या ज़िले के स्तर पर❓
और वह संख्या क्या होगी—सैकड़ा, हज़ार, लाख, दस लाख या करोड़❓
