8/7(水)、同僚の #高戸ともこ 議員と #かながわサイエンスパーク #KSP 内にある株式会社 #AiCAN を視察。
同社が提供しているAiCANサービスは、ICTとデータの利活用によって #児童虐待 の対応スピードと判断の質を向上をさせ、虐待を見過ごさない仕組みを作る伴走型の業務支援サービス。
これは、例えば #児童相談所 が導入する事で、相談員がアプリを用いて現場で児童の怪我の部位等、必要事項を入力。
すると、蓄積された児童虐待のデータを元に、AIが児童虐待か否かを判断したり、次に質問すべき事項を指示してくれるなど相談員をサポートするシステムです。
近年、虐待による児童の死亡事例が後を絶ちません。
一方で、児童虐待の実態が無いにも関わらず、誤認等から児童相談所や警察に通報され、親子が強制的に分離されてしまうという #誤認保護 の事例も全国各地で発生しています。
この背景には、児童虐待を防ぐ為、児童相談所に大きな権限を与えられている一方、多様で困難な判断を児童相談所組織に全面的に押し付けるという、日本の児童虐待防止システム自体に問題があると言えます。
更には急増する児童虐待件数に対して #児童福祉司 の人数が追いついていない事、それに伴い業務量も増大している事、児童虐待の対応には専門的な知識と経験が要求されるにも関わらず人材育成が進んでいない事などの問題もあります。
このAiCANという画期的なサービスは、これらの問題を解決する一つの有効な手になると感じました。
