Attached screenshots from the Immigration Minister’s binder reveal a crucial shift that explains the small #CECdraws we have seen lately.
In an effort to keep provincial governments happy, Ottawa has quietly increased the PNP allocations by adding 27,500 more provincial slots.
Since the total annual immigration target is fixed, IRCC had to make room somewhere.
And they did it by cutting allocations from the In-Canada class, particularly from Express Entry and CEC quotas.
Essentially, IRCC has robbed Peter to pay Paul.
The Express Entry targets have once again taken a hit, just like in 2022 and 2023 when TR to PR programs forced IRCC to slash FHS quotas by 40,000 and 25,000, respectively.
🔍 What does this mean for 2025?
Well, it spells a grim outlook for the remainder of the year, because it means IRCC may continue to conduct meager, petty-sized
The policy might look balanced on paper, but for anxiously waiting talented workers already in Canada, it will be a hard pill to swallow.

Yes, #CEC draws will continue, but I don’t expect them to be massive, as #IRCC’s current priorities remain on #Francophone targets and #CategoryBased selections.

This is why conducting #CECdraws at this time maybe a super duper idea.
1️⃣ This works within the agenda of sorting the housing crisis. Most of CECs are inside Canada and hence will not be adding to the current housing market burden.
If this principle could work during covid to the benefit of IRCC, then why not now?
2️⃣CECs have already gained Canadian work experience and hence offer invaluable support to the Canadian employers and job market.
3️⃣Look at the pool breakdown, "most" 500+ are either Francophones, Canadian educated and or with Canadian work experience. Hence conducting #CEC draws will largely clear out the 500+ pool.
4️⃣People were sold the idea of PR pathway by studying and working in Canada. @MarcMillerVM does not have to endorse or support this idea, but no one can deny the high skill factor points of candidates who have crossed 500 CRS.
I agree, that a few not so qualified/skilled candidates may also get thru with #CECdraws.
We haven't forgotten the 75 CRS draw of February 2021. That's on you @SeanFraserMP.
But overall, Express Entry and Canadian markets will benefit from #CEC draws at this point, while category based EE draws will continue to include all programs.
