DARK is an acronym coined by critics, standing for Deny Americans the Right to Know, reflecting their opposition to the bill because it preempted state laws requiring GMO labeling, which they felt obscured transparency.
Purpose: The bill sought to create a uniform, federal standard for GMO labeling rather than allowing states to have different regulations, which could lead to a patchwork of laws complicating interstate commerce.
Provisions:
Instead of mandatory on-package labeling, it allowed companies to choose how they would disclose GMO ingredients. Options included QR codes, 1-800 numbers, or website links where consumers could find information about GMO content.
It also preempted state GMO labeling laws, effectively nullifying Vermont's mandatory labeling law which was set to take effect.
Controversy:
Supporters argued that it would bring clarity and consistency to food labeling, reduce compliance costs for food manufacturers, and prevent confusion among consumers due to varying state laws.
