Somali civil society observers from @SONSA_NSA, through the @GoleKaab, today attended the 32nd sitting of the 7th Plenary sessions, @Golaha_shac_JFS House of the People of the 11th Federal Parliament of #Somalia, where the Cybersecurity Bill was officially approved.
This milestone reflects our commitment made during the #FIFAfrica25 Forum #InternetFreedom4Africa held #Windhoek, #Namibia, where we pledged to strongly advocate for accelerating #Somalia’s digital infrastructure, advancing related policies, and strengthening the legal framework governing cyberspace.
During the 32 sitting, the House of the People deliberated and voted on the Third Reading of the Cybersecurity Bill, prepared by the Ministry of Communications and Technology @MoCTSomalia and the review Parliamentary Committee on Information, Communication, and Technology. Hon. Mohamed Ibrahim Moallimo @MOALIMUU formally presented the Third Reading on behalf of the committee and appreciated remarks delivered by state minister @MoCTSomalia H.E. Ahmed @DirieMP
Civil society led by @SONSA_NSA #ReCIPE Advocacy Team further note that again will advocate the Cybercrime Bil which was aligned with the ongoing revision of the Somali Penal Code both currently before the House of the People and is expected to be debated the coming plenary sessions.
The #ReCIPE project team and civil society contributors commending the legislative assembly for prioritizing digital infrastructure and for advancing these long-awaited and critical bills that strengthen #cybersecurity, #digitalrights, and good governance in #Somalia.

The 2025 edition of the State of Internet Freedom in Africa report is a landmark document unpacking, in unprecedented depth, how #ArtificialIntelligence is reshaping #DigitalDemocracy across Africa.
Launched at the Forum on Internet Freedom in Africa (#FIFAfrica25), the report highlights the need for a #humancentredAI governance model in Africa, through deliberate and inclusive approaches.
It also calls for the enactment of comprehensive AI legislation, requiring mandatory Human Rights Impact Assessments, establishing empowered AI governance institutions for an accountable sector, proactive advocacy of rights-based AI governance, building technical capacities of stakeholders and undertaking efforts to develop AI-centred policies.
