During The Fourth Arab Regional Meeting on Food Systems Transformation, I stressed, emphasized, explained and noted: - Lebanon is facing a process of systematic #dismantling of its #food_system under the weight of an ongoing Israeli war that is reshaping and deeply undermining the foundations of the country’s food system. - Israeli attacks have targeted civilians, civil defense personnel, healthcare workers, journalists, hospitals, healthcare centers, ambulances, schools, public institutions, residential buildings, and private sector facilities. - The consequences of the ongoing war have dramatically deepened Lebanon’s food crisis, transforming it from a series of isolated shocks into a #structural reality threatening the very foundations of the national food system. - The war has had a severe impact on #food_security, particularly in South Lebanon and the Bekaa, where approximately 22% of agricultural land — equivalent to nearly 51,955 hectares — has been damaged, while 78% of farmers have suspended their activities( job losses and livelihoods) and displacement rates have reached 76.8%. - 1.26 million people experienced high levels of food insecurity during 2024, while the rate of acute food insecurity increased from 19% to 29% in subsequent months. - #Economically, the agricultural sector alone sustained #direct damages estimated at approximately 118 million US dollars, affecting crops, livestock, forests, and fisheries, while total losses in production and income reached nearly 586 million dollars. - On #Health, the war severely disrupted supply chains, increased #food_prices, and weakened purchasing power, forcing many families to adopt #lower_quality diets and more harmful coping mechanisms. - the percentage of people requiring urgent #food_assistance increased from 18% to 24% - Tens of thousands of housing units were damaged, 55 towns and villages were completely or nearly destroyed, and 10 major bridges were destroyed, isolating entire areas and severely complicating #access to food and essential services. - #Environmentally, the war has caused extensive damage to agricultural land, water systems, and vegetation Green cover, in addition to #contaminating natural resources and spreading war remnants and hazardous materials, all of which have negatively affected food #safety and agricultural #production. النائب عناية عز الدين من القاهرة: نحن نواجه عملية #تفكيك_ممنهج للنظام الغذائي تحت وطأة حرب اسرائيلية مستمرة تعيد تشكيل النظام الغذائي وتقوض أسسه بشكل عميق. شاركت رئيسة لجنة المرأة والطفل النيابية النائب الدكتورة عناية عز الدين، في الاجتماع العربي الرابع لتحوّل النظم الغذائية، الذي تنظّمه اللجنة الاقتصادية والاجتماعية لغربي آسيا (الإسكوا) و مركز تنسيق نظم الغذاء بالأمم المتحدة و منظمة الفاو بالتعاون مع الحكومة المصرية وجامعة الدول العربية والمنظمة العربية للتنمية الزراعية، وبرنامج الغذاء العالمي. وأكدت عز الدين في كلمة ألقتها خلال الجلسة العامة الاولى للاجتماع، بصفتها المنسقة الوطنية للتحول في النظام الغذائي في لبنان، أن ما يشهده لبنان ليس مجرد نزاع مع دولة مجاورة، بل حرب يشنها عدو إسرائيلي احتل الارض و اعمل آلة القتل و التدمير و الإبادة ، مشيرةً إلى أن هذه الحرب أسفرت، حتى الخامس من أيار، عن سقوط نحو 2600 شهيد و8300 جريح، مع تزايد الأعداد بشكل مستمر. وأضافت أن الاعتداءات طالت عناصر الدفاع المدني والعاملين في القطاع الصحي و الصحفيين، إلى جانب استهداف المستشفيات والمراكز الصحية وسيارات الإسعاف والمدارس ومؤسسات الدولة والوحدات السكنية والمؤسسات الخاصة. وفي ما يتعلق بالنظم الغذائية، أوضحت عز الدين أن تداعيات الحرب المستمرة أدت إلى تفاقم الأزمة الغذائية في لبنان، بحيث لم تعد تقتصر على صدمات متفرقة، بل تحوّلت إلى واقع بنيوي يهدد أسس النظام الغذائي. ولفتت إلى أن الحرب أثّرت بشكل كبير على #الأمن_الغذائي، خصوصًا في الجنوب والبقاع، حيث تضرر نحو 22% من الأراضي الزراعية (51,955 هكتارًا)، وتوقفت أعمال 78% من المزارعين، فيما بلغت نسبة النزوح 76.8%. وأضافت أن عدد الأشخاص الذين يعانون من مستويات مرتفعة من انعدام الأمن الغذائي يُقدّر بنحو 1.26 مليون شخص خلال عام 2024، مع ارتفاع نسبة انعدام الأمن الغذائي الحاد من 19% إلى 29% في الأشهر اللاحقة. وأشارت إلى أن القطاع الزراعي تكبّد أضرارًا مباشرة تُقدّر بنحو 118 مليون دولار، شملت المحاصيل والثروة الحيوانية والغابات ومصايد الأسماك، فيما بلغت الخسائر الإجمالية في الإنتاج والدخل نحو 586 مليون دولار. كما أدت الحرب إلى تعطّل سلاسل الإمداد وارتفاع كلفة الغذاء، بالتوازي مع تراجع القدرة الشرائية، ما دفع الأسر إلى اعتماد أنماط غذائية أقل جودة. ولفتت إلى أن عدد النازحين تجاوز المليون شخص، أي ما يقارب ربع سكان البلاد، مع ارتفاع نسبة المحتاجين إلى مساعدات غذائية عاجلة من 18% إلى 24%. كما تضررت عشرات آلاف الوحدات السكنية، ودُمّرت 55 بلدة بشكل كامل أو شبه كامل، إضافة إلى تدمير 10 جسور رئيسية، ما أدى إلى عزل مناطق بأكملها وتعقيد #الوصول إلى الغذاء والخدمات. #بيئيًا، أوضحت عز الدين أن الحرب خلّفت أضرارًا واسعة في الأراضي الزراعية وأنظمة المياه والغطاء النباتي، فضلًا عن تلوث الموارد الطبيعية وانتشار المخلفات الحربية، ما أثّر سلبًا على سلامة الغذاء والإنتاج الزراعي. ورغم ذلك، أشارت إلى بروز بعض مؤشرات الصمود، منها وصول المساعدات الغذائية إلى نحو 750 ألف شخص عبر وجبات ساخنة او وجبات سريعة التحضير او مبالغ نقدية رمزية ، واستمرار المبادرات المحلية والأهلية، إضافة إلى قدرة المجتمعات، خصوصًا النساء، على التكيّف مع الظروف الصعبة. وكشفت عن نشوء شبكة دعم مجتمعية غير مرئية منذ عام 2024، عملت بشكل عفوي على مساندة النازحين وتأمين الغذاء والدعم النفسي واللوجستي، معتبرة أن هذه الشبكة تفوقت في جهوزيتها على الجهوزية و الاستجابة الرسمية والدولية،وأسهمت بتعزيز صمود المجتمع ومعالجة بعض أوجه الهشاشة في النظام الغذائي واعتبرت عز الدين أن هذه التجربة تستحق الدراسة والتوثيق، مشددة على ضرورة الحفاظ على استقلاليتها وعدم مصادرتها أو تسييسها، داعيةً إلى اعتمادها كنموذج موازٍ في إدارة الأزمات. وفي ختام كلمتها، حددت أربع أولويات لتعزيز صمود النظام الغذائي في لبنان: #حماية الوصول إلى الغذاء عبر برامج الحماية الاجتماعية،#دعم سلاسل الإمداد والأسواق،#تعزيز سبل العيش،#وضمان سلامة الغذاء والبيئة. وشددت على أن أي حلول مستدامة لا يجب ان تقتصر على الجانب #التقني فقط،بل يجب ان تأخذ بعين الاعتبار البيئة #السياسية والامنية والقانونية التي يعمل ضمنها النظام الغذائي، ما يجعلها مرهونة بمعالجة الأسباب الجذرية للأزمة، وفي مقدمتها تحقيق الاستقرار الأمني والسياسي،بما يضمن حماية الإنسان وموارده وإعادة بناء سبل العيش. كما دعت إلى #دمج النظم الغذائية المستدامة ضمن السياسات العامة وتأمين #التمويل اللازم لها،بما يعزز الجهوزية ويمنع انهيارها في أوقات الأزمات، مؤكدةً أن ذلك يرتبط أيضًا بزوال الاحتلال مشددة على ان لبنان لن يتنازل عن حقوقه مهما بلغت التضحيات
