Who Governs the Digital Public Sphere?
As I prepare for a panel discussion on platform accountability at #GlobalFact tomorrow, I have been reflecting on how much the information integrity landscape has changed over the past decade.
In the years following Cambridge Analytica, concerns about disinformation, election interference, and online harms pushed platforms, researchers, journalists, policymakers, and civil society organisations to invest heavily in protecting the integrity of digital spaces.
Today, many of the assumptions that shaped that era are being reconsidered.
Platforms are redesigning content moderation systems. Community-based approaches are gaining prominence. AI is increasingly involved in ranking, recommending, and governing information flows. At the same time, governments are taking a more active role in regulating online harms—from Australia’s restrictions on social media access for younger users to similar debates now unfolding in the UK and elsewhere.
What is changing is beyond content moderation but a broader question of who should be responsible for governing digital public spaces, under what rules, and in whose interests.
The answers are unlikely to be the same everywhere. The information challenges facing Nigeria differ from those facing Lithuania, India, Brazil, or the United States. Yet decisions made by a relatively small number of global platforms continue to shape public discourse across all of them.
These questions sit at the centre of my ongoing research on platform governance and digital sovereignty, and they have also featured prominently in our work at #DUBAWA and #DAIDAC across 13 African countries.

Discussed the pervasive impact of false narratives on the #LGBTQI community at #GlobalFact 11 in #Sarajevo. The diverse #perspectives enriched the conversation, reinforcing the need for #collectiveaction to ensure accurate #representation for the community.
At the 11th edition of #GlobalFact at Sarajevo, DataLEADS's Programme Head Sonia Bhaskar showcased the work done by the Shakti Collective - India election fact-checking consortium of fact-checkers and newsrooms publishers.
The best thing about #GlobalFact is getting the chance to meet with friends who are making a huge difference around the world. I have so much admiration for @Neelam01 and the work of @ThipMedia . Neelam’s panel on LGBTQIA+ misinformation was a highlight of this year.

In 2014, I attended the first #GlobalFact conference - 30, or so, people crammed into a small room at LSE in London to discuss fact-checking and the challenges of false information.
