According to @anandtech @TWSemicon is separating the backside power delivery implementation from the first implementation of the N2 node.
So does Intel with an internal risk reduction test node using #Intel3 FinFETs for the single layer and #PowerVias for the backside PD.
Meteor Lake will be the lead product for Intel 4. But, Granite Rapids was shifted to Intel 3 recently and Sierra Forrest will also use Intel 3. Intel 4 therefore looks more like an intermediate step that is supposed to prepare Intel 3.
