In 1996, the United Nations handed us a gift: UN S/1996/682, the official confirmation that 1993 was genocide against the Tutsi in Burundi — 300,000+ lives deliberately destroyed.
It was our opportunity for justice.
A clear path to a tribunal, reparations, and truth.
Instead, they hired mercenaries.
FOCODE and its Bafukure psyop — funded by over €100M+ of EU money — became the hired guns of denial.
Their contract:
- Host perpetrator Agathon Rwasa on X Spaces
- Spread “double genocide” lies
- Dox survivors as “Tutsisant snakes”
- Teach youth that asking for justice is “extremism”
Every euro from the EU’s EIDHR (€1.4B, 2021–2027) pays a mercenary to:
- Bury UN S/1996/682
- Revive Palipehutuisation 2.0
- Ensure the 1993 genocide stays unpunished
They turned the UN’s gift of justice into a gravedigger’s salary.

Funded by EU's €100M+ through EIDHR (€1.4B, 2021–2027), this is not civic space—it's a donor-backed assault that re-traumatizes survivors and radicalises youth. The November 25 X Space was a textbook psyop. Moderated by @FOCODE_ paid influencers, it featured opposition voices critiquing CNDD-FDD without a whisper of UN S/1996/682's genocide confirmation. "Double genocide" narratives equated Hutu grievances with Tutsi extermination. Survivors who challenged this were smeared as "snakes" and doxxed. This wasn't debate—it was a psyop, designed to suppress dissent and protect the guilty.
FOCODE's tactics are a well-oiled machine: ignore UN S/1996/682, dismiss genocide as "mutual violence," smear truth-tellers. Bafukure's "unmasking" campaigns dox survivors, inciting Imbonerakure threats.
