1) The narcotics trade in Manipur has an estimated worth of Rs. 70000 crores. A large section of this narcotics business is controlled by local terr0rist groups. 2) Entire generations have been lost due to "gallery shooting" during 1990-2010. It is very difficult to procure syringes here and it was common for 8-10 addicts to share the same syringe. 3) The HIV rate here is 32 times higher than the national average. 4) Backing of the local terr0rist groups in places like the Kuki-dominated ChuraChandpur have emboldened the addicts, who take drugs in the open. They threaten to kill people who rebuke them. 4) 85% of the poppy cultivation happens in Kuki-dominated areas. This drug money has kept the fire of violence burning.
