Lala, my take is simple: the current #constitutional framework provides #neither a credible legal mechanism nor a convincing moral basis for redrawing or #recreating the #provinces. Any serious attempt to fundamentally alter the federal map must therefore go beyond piecemeal constitutional amendments and confront the deeper constitutional architecture itself.
If the #establishment genuinely believes that Pakistan needs a new federal and administrative order, then it should have the political #courage to support the idea of a Constituent Assembly—not to engineer another arrangement from above, but to allow the federation’s constituent peoples to collectively renegotiate the terms of the Union.
Such an exercise should not merely redraw provincial boundaries. It should #rewrite the constitutional compact itself, clause by clause, addressing the structural failures that have produced political exclusion, uneven development, excessive #centralisation, weak provincial #autonomy, distorted #fiscal arrangements and persistent democratic #instability.
The question, therefore, is not simply how many provinces Pakistan should have. The more fundamental question is: what kind of federation do we want to build, and what constitutional order can guarantee political equality, economic justice and meaningful self-government for all its constituent units?
If we are serious about reform, we should have the courage to rethink the entire constitutional architecture—not manipulate the existing one to produce another politically convenient arrangement.
