🏙️ The Smart Cities Mission (SCM), launched by the NDA-1 government in 2015, aimed to address these challenges and transform urban landscapes across the country. 💡 However, as we approach the UPSC Civil Services Mains Examination 2024, it is crucial to critically evaluate the successes, shortcomings, and lessons learned from this ambitious initiative. 📚
👉The SCM sought to redefine urban development by leveraging technology, promoting public-private partnerships, and adopting a business-centric governance model. 🤝 While it achieved some notable milestones, it also faced criticism for its exclusionary approach, disconnect from ground realities, and inadequate funding. 💰 As future policymakers and administrators, it is imperative for UPSC aspirants to delve into these complexities and envision a more holistic and inclusive approach to urban development. 🌇
📢Key Aspects of the Smart Cities Mission:
1. Smart Cities Mission (SCM): 🏙️
- Launched by the NDA-1 government in June 2015 to develop 100 cities as "smart cities" over five years (later extended to June 2024).
- No universally accepted definition; concept varies based on development levels, willingness to change, resources, and aspirations of city residents.
2. Objectives and Components: 💡
- Area-based development: redevelopment (city renewal) 🏗️, retrofitting (city improvement) 🚧, and greenfield projects (city extension) 🏘️.
- Pan-city solutions based on ICT: e-governance 💻, waste management ♻️, water management 💧, energy management ⚡, urban mobility 🚗, and skill development 🧠.
- Allocated budget of ₹2 lakh crore, with a focus on public-private partnerships (PPP) 🤝.
3. Governance Model: 🏛️
- Adopted a business model of governance, bypassing existing city governance models.
- Established Special Purpose Vehicles (SPVs) led by bureaucrats or MNC representatives, along with other stakeholders, registered under the Companies Act.
- Elected councils had a limited role in the governance structure.
4. Status and Progress: 📊
- As of April 2024, the total outlay has decreased from the projected ₹2 lakh crore to ₹1,67,875 crore (16% less).
- 5,533 projects worth ₹65,063 crore have been completed ✅, while 921 projects worth ₹21,000 crore are ongoing 🚧.
- Around 400 projects in 10 cities are unlikely to meet the extended deadline of June 2024. ⏰
- Less than 5% of funding has come through the PPP route. 💰

- SPV model not aligned with the 74th Constitutional Amendment, leading to objections from cities. 📜
- Top-down approach, with projects incongruent with the demands of local residents. 🗣️
- Displacement of people living in poorer localities and disruption of urban commons. 🏘️
- Enhanced urban flooding due to infrastructure development projects disrupting water channels and contours. 🌊
