The relatively small anti-ROFR group has tossed a lot at the wall: 9 cents/month savings; faulty legal claims; misleading policy analysis; and plain old political bunk. The one thing they omit is any dispute about WI ratepayer saving $1 BILLION under #ROFR. Time to OK ROFR.
