Republic First seizure signals more bank failures to come, expert warns
🔥 #RepublicFirst Bank, a regional lender, became the first #bankfailure of 2024 on Friday when it was shut down by Pennsylvania's bank regulator and the #FDIC seized control of the operation.
🔥 "This bank failure indicates that additional failures will occur and will range between smaller community banks and larger banks," said Joseph Lynyak, a banking attorney at Dorsey & Whitney, regarding the seizure of Republic First by U.S. regulators.

สถาบันคุ้มครองเงินฝากสหรัฐ (FCID) แถลงว่าธนาคาร Republic First ซึ่งมีสำนักงานใหญ่อยู่ในฟลาเดลเฟีย ถูกสำนักงานกำกับดูแลธนาคารและหลักทรัพย์เพนซิลเวเนียสั่งปิดกิจการเมื่อวันศุกร์ และมีการแต่งตั้งให้ FDIC เป็นผู้พิทักษ์ทรัพย์ (receiver)
ทั้งนี้ เพื่อเป็นการคุ้มครองผู้ฝากเงิน FDIC จึงได้ทำข้อตกลงกับธนาคาร Fulton Bank ในรัฐเพนซิลเวเนีย เพื่อจัดการเกี่ยวกับเรื่องเงินฝากทั้งหมดและเข้าซื้อสินทรัพย์ทั้งหมดของ Republic Bank
สำหรับธนาคาร Republic Bank มีสินทรัพย์ทั้งหมดประมาณ 6 พันล้านดอลลาร์ (ราว 2.22 แสนล้านบาท) และมีเงินฝากรวม 4 พันล้านดอลลาร์ (เกือบ 1.5 แสนล้านบาท) ณ สิ้นเดือน ม.ค. 2567 และธนาคารยังมีหนี้เงินกู้และหนสี้สินอื่นๆ อีกประมาณ 1,300 ล้านดอลลาร์ (ราว 4.81 หมื่นล้านบาท)
การล้มครั้งนี้จึงยังนับว่ามีขนาดเล็กเมื่อเทียบกับธนาคารภูมิภาค 3 แห่งที่ล้มละลายจนสะเทือนโลกการเงินเมื่อปีก่อน เช่น ธนาคาร Silicon Valley Bank (SVB) ที่มีสินทรัพย์ถึง 2.09 แสนล้านดอลลาร์ (ราว 7.7 ล้านล้านบาท) ณ สิ้นปี 2565 ก่อนที่จะล้มละลายในเดือน มี.ค. 2566
ด้านสถาบันคุ้มครองเงินฝากประเมินว่า การล้มของธนาคาร Republic Bank จะทำให้สถาบันต้องใช้เงินในการรับประกันเงินฝากราว 667 ล้านดอลลาร์ (เกือบ 2.5 หมื่นล้านบาท)

สำนักข่าวเอบีซีนิวส์รายงานว่า โดยปกติแล้วในยามที่เศรษฐกิจอเมริกาแข็งแกร่งดี จะมีธนาคารขนาดเล็กในประเทศที่ไปไม่รอดต้องปิดกิจการลงโดยเฉลี่ยประมาณ 4-5 แห่งต่อปีเท่านั้น
ส่วนปัจจุบัน อัตราดอกเบี้ยที่สูงขึ้นสวนทางกับมูลค่าตลาดอสังหาริมทรัพย์ในเชิงพาณิชย์ที่ลดลง
โดยเฉพาะธุรกิจอาคารสำนักงานที่ยังไม่กลับมาฟื้นตัวนับตั้งแต่ยุคโควิด กลายเป็นปัจจัยเสี่ยงทางการเงินต่อบรรดาธนาคารขนาดเล็กและธนาคารระดับภูมิภาคในสหรัฐ เนื่องจากเป็นเรื่องยากที่จะรีไฟแนนซ์หนี้ที่หนุนโดยอสังหาฯ เหล่านี้ ในช่วงที่ตลาดกำลังย่ำแย่
เมื่อเดือน มี.ค.ที่ผ่านมา กลุ่มนักลงทุนที่นำโดยสตีเวน มนูชิน อดีตรมว.คลังสหรัฐ ยังได้เข้าลงทุนมูลค่ากว่า 1,000 ล้านดอลลาร์ เพื่อช่วยเหลือธนาคาร New York Community Bancorp ที่เจอปัญหาจากตลาดอสังหาริมทรัพย์ในเชิงพาณิชย์
สำหรับ Republic Bank เป็นธนาคารแห่งแรกในสหรัฐที่ล้มในปีนี้ นับตั้งแต่ธนาคาร Citizens Bank ในเมืองแซคซิตี้ รัฐไอโอวา ต้องปิดตัวลงเมื่อเดือน พ.ย. 2566 โดย Republic Bank เคยเจรจากับนักลงทุนมาแล้วก่อนหน้านี้ในช่วงปลายปี 2566 แต่ดีลล้มลงเมื่อเดือน ก.พ.ที่ผ่านมา จนนำไปสู่การถูกรัฐบาลเข้ายึดและขายต่อกิจการในที่สุด
