#EASSarma has urged the President of India to review #IDBIBank’s #Disinvestment and order an independent inquiry into the sale of a 60.72% stake to Canada-based Fairfax Financial Holdings for ₹52,878 crore. He raised concerns over the valuation process, transparency, bidder participation and the interests of LIC policyholders and bank depositors.

LIC ne 2019 mein ₹21,624 करोड़ लगाकर IDBI बैंक को डूबने से बचाया। वजह सिर्फ़ निवेश नहीं थी। LIC के दो-दो चेयरमैन कह चुके हैं कि IDBI बैंक उनका नंबर एक bancassurance partner है, यानी LIC की पॉलिसियाँ बेचने वाला सबसे भरोसेमंद बैंक।
अब कहानी में मोड़ देखिए।
Fairfax ने IDBI खरीदने के साथ ऐलान किया है कि वो अपनी Go Digit Life Insurance और Go Digit General Insurance की पूरी हिस्सेदारी IDBI बैंक में डालेगा। Prem Watsa खुद कह रहे हैं कि IDBI बैंक अब Digit के insurance products बेचेगा।
मतलब जिस बैंक को LIC के पॉलिसीधारकों के पैसे से बचाया गया, उसकी शाखाएँ अब LIC की ही प्रतिस्पर्धी कंपनी का काउंटर बनेंगी। और LIC उसी बैंक में 19% की "माइनॉरिटी" शेयरधारक बनकर बैठी देखती रहेगी।
रहीम ने कहा था,
रहिमन धागा प्रेम का, मत तोड़ो चटकाय।
टूटे से फिर ना जुड़े, जुड़े गाँठ परि जाय॥
कुछ सीधे सवाल हैं:
Digit को "market price" पर IDBI में डाला जाएगा, तो बदले में IDBI क्या देगा? नए शेयर दिए गए तो सरकार के 15% और LIC के 19% का क्या होगा?
क्या LIC ने ये बिक्री मंज़ूर करने से पहले अपने bancassurance कारोबार पर असर का हिसाब लगाया? वो हिसाब पॉलिसीधारकों के सामने है?
कौटिल्य ने अर्थशास्त्र में लिखा, कोशपूर्वाः सर्वारम्भाः। हर काम खज़ाने से शुरू होता है, इसलिए पहले खज़ाने की परवाह करो। LIC का खज़ाना करोड़ों आम परिवारों की बचत है।
अभी कोई binding agreement साइन नहीं हुआ है। RBI, SEBI और IRDAI की मंज़ूरी बाकी है।
जवाब अभी माँगे जा सकते हैं।
