RTI சட்டத்தை மாற்றினால் தான் அரசு ஊழியர்கள் அரசு திட்டங்களை சிறப்பாக செயல்படுத்துவார்கள் என்று ஒரு டுபாக்கூர் சர்வேயை மத்திய அரசு வெளியிட்டுள்ளது.
வெளிப்படைத்தன்மை என்றாலே பிரதமர் மோடிக்கு பயம். அதானிக்கு இந்தியாவை மொத்தமாக எழுதி கொடுக்க இந்த சட்டம் தடையாக இருக்கிறதே என்று பிரதமர் மோடிக்கு கவலை. அதனால் தான் RTI சட்டத்தை ஒழிக்க இப்படி குறுக்கு வழியில் மத்திய அரசு பாய்ந்து வருகிறது.
ஏற்கனவே தனிநபர் தகவல் என்றால் RTI சட்டத்தில் விலக்கு என்று சட்டத்திருத்தம் கொண்டு வந்து அந்த சட்டத்தை வலுவிழக்க வைத்தது பத்தாது என்று இப்பொழுது அந்த சட்டத்தை முழுமையாக முடித்து விட பிரதமர் மோடி அரசு கிளம்பி இருக்கிறது.
அரசு அதிகாரிகள் ஊழல் செய்தால் அது வெளியே வர முடியாத படியும், அவர்களை விசாரிக்க கூட முடியாத ஒரு நிலையையும் ஏற்படுத்தி ஊழலை கட்டவிழ்த்து விட்ட பிறகு அவர்கள் எப்படி ஒழுங்காக நியாயமாக மக்கள் நலனுக்காக வேலை செய்வார்கள்? இதில் சம்பந்தமே இல்லாமல் RTI சட்டத்தின் மீது ஏன் பழி போடுகிறீர்கள் பிரதமர் மோடி அவர்களே?
RTI சட்டத்தை ஒழித்துக் கட்டும் பாஜக அரசின் இந்த சதித்திட்டத்தை அறப்போர் இயக்கம் கடுமையாக கண்டிக்கிறது. மத்திய மோடி அரசின் சதித் திட்டத்தை முறியடித்து RTI சட்டத்தை பாதுகாக்க மக்கள் அனைவரும் குரல் கொடுப்பது அவசியம்!

आज ब्यावर के नरबद खेड़ा में RTI अधिनियम के 20वर्ष पूरे होने पर आयोजित कार्यक्रम में शामिल होकर देश के कोने-कोने से आए आरटीआई कार्यकर्ताओं से रूबरू हुए।
ब्यावर सूचना के अधिकार क़ानून के साहसिक एवं सामूहिक जन-आंदोलन की जीवंत स्थली रही है। सामाजिक कार्यकर्ता श्रीमति अरुणा राय एवं श्री निखिल डे सहित अनेक लोगों के संघर्ष एवं समर्पण से आज हम गाँव, ग़रीब, किसान-मज़दूर और नौजवान वर्ग न्याय एवं अधिकार के प्रति जागरूक हुए हैं।
कांग्रेस की तत्कालीन सरकार में प्रधानमंत्री डॉ. मनमोहन सिंह जी और श्रीमती सोनिया गांधी जी के नेतृत्व में RTI कानून लागू किया। जिसने जनता को सवाल पूछने की ताकत दी। देश में पारदर्शिता और जवाबदेही का असली लोकतंत्र बनाया गया।
परंतु पिछले 11 सालों में मोदी सरकार ने RTI को योजनाबद्ध तरीके से कमज़ोर और निष्प्रभावी बना दिया है। गोपनीयता के नाम पर भ्रष्टाचार छिपाया जा रहा है, PM CARES से लेकर सरकारी आंकड़ों तक हर जानकारी पर पर्दा डाला जा रहा है। 2019 में RTI में संशोधन कर सूचना आयुक्तों को सरकार का अधीनस्थ बना दिया गया। डिजिटल डेटा प्रोटेक्शन एक्ट 2023 ने RTI की “जनहित” धाराओं को खत्म कर दिया।
100 से ज़्यादा RTI कार्यकर्ताओं की हत्या लोकतंत्र पर सीधा हमला है। RTI को कमज़ोर करना, जनता की आवाज़ और लोकतंत्र दोनों को चुप कराना है।
