Massive amount of ships anchored here, with little to no governance or oversight of national or international regulatory compliance enforced. In particular, the International Marine Pollution (MARPOL) Convention, Annex I, Chapter 8 (Regulations 40–42). Oil tankers are required to provide advanced notification to the Coastal State 48 hours before conducting Ship-to-Ship (StS) ops. Do they? No one knows 🤷‍♂️ Thousands of Dark Fleet vessels have operated here for for years with total impunity. Many are sanctioned by the US, EU, UK and even the United Nations.
