In the 2019 Trump impeachment hearings and 2020 Senate HGSAC hearings, the key U.S. State Department officials (Victoria Nuland, Tony Blinken, former ambassador to Ukraine Geoffrey Pyatt and, especially, George Kent) all stated that State Dept officials had already called for Shokin's resignation due to the “diamond prosecutors” case in summer 2015 prior to the Burisma demand for "deliverables" in late October 2015.
However, there has been little to no critical examination of the “diamond prosecutor” case itself, even in the congressional hearings in which it was referred to. Why was it about this case that prompted U.S. officials to intervene so ostentatiously in the appointment and dismissal of a Ukrainian official with primarily domestic responsibilities?
And what happened to the diamond prosecutor case after Shokin was dismissed?
The subsequent events turn out to be fascinating in a perverse way.
Nine years since the original arrest - and more than eight years since Shokin's removal - the “diamond prosecutors” case remains undecided. Court proceedings stalled years ago. In the past five years, only one witness interview is attested. In 14 months, the statute of limitations will expire. To the extent that anything was done in this case, it was done during Shokin’s term as Prosecutor General or in the momentum of the subsequent six months.
What does it mean?
In this full context, it's impossible to conclude that Shokin deserved to be removed for his handling of the "diamond prosecutor" case in summer 2015. On the other hand, it seems plausible that the State Department pressure for Shokin's removal (as manifested in Pyatt's September 2015) predated the Burisma demand to Hunter Biden for "deliverables" in late October 2015.
What does seem certain is that it was a fool’s errand for U.S. embassy officials to try to determine personnel decisions in the Ukrainian Prosecutor General Office, based on their favoritism for opportunists like Kasko and Sakvarelidze, who had agendas of their own, and that State Department efforts to colonize the Prosecutor General Office in Ukraine have been a dis-service to both Ukraine and the U.S.
I spent far too much time on this article, but the topic doesn't seem to have been researched by anyone else to date.
