@colinbaillio @johngraves9 I generally agree but I'm also optimistic that the 8.5% cap means ALL ROADS LEAD TO ON EXCHANGE now.
If education/messaging is done properly, it SHOULD cause nearly the entire off-exchange market to shift on exchange AND bring a chunk of #ShortAssPlan folks back into the fold.
I mean seriously, just pass #HR1868/#HR1884 and a good 80% of these #ShortAssPlan problems disappear overnight.

A $5,000 deductible on a #ShortAssPlan or non-ACA compliant plan that doesn’t cover most of your costs. So you pay that deductible PLUS however many thousand dollars are not covered under the plan.

This means premiums for ACA plans go up even more, so if you’re a) unsubsidised and b) have a pre-existing cond, you’re screwed. You can’t afford full price for the ACA plan but you aren’t allowed to enroll in the #ShortAssPlan, which probably wouldn’t cover your cond. anyway.
