The problem is Canada’s approval system. Federal-provincial infighting, endless consultations, shifting environmental rules and net-zero mandates make major projects slow, costly and unpredictable. Carney Liberal Ottawa talks constantly about attracting foreign investment. Our trading partners are now telling us, politely but clearly, why that investment is going elsewhere. Capital does not wait for governments to get serious. It moves.
