This is true, at least in part.
One thing to remember, is that @LeaderMcConnell is retiring, and so there is now battle for who will be the future leader for Republicans in the Senate.
Sen. Rand Paul wants the job (and could be next Majority Leader) so he’s flexing his muscles right now as ranking member on Homeland.
Homeland, Intel and Armed Services are deciding what gets into the Manager’s Package to be voted on the Floor of the Senate to finalize Senate’s version of NDAA.
He is leveraging that to push back on a lot (excessive military spending), making UAPDA somewhat collateral damage.
Ideologically/philosophically, Sen. Paul should be a supporter of less government secrecy around UAP.
That being said, eminent domain is antithetical to his whole political identity.
He should be convincible.

Party leaders in the U.S. House of Representatives today named the House members who will be members of the House-Senate conference committee that will hammer out a final version of the National Defense Authorization Act (NDAA) (H.R. 2670/S. 2226). The version of the bill passed by the Senate on July 27, 2023, contains multiple UAP-related provisions, as summarized in my "Quick guide to UAP-related provisions currently under consideration in Congress," linked below. The Senate will name its conferees later.
