La communauté internationale, notamment @MONUSCO, le #UNSC, @USUN et le #UNGoE, dans leur méthode actuelle de "résolution des conflits" en République Démocratique du Congo (#RDC), nie fondamentalement le plan d'action qu'elle avait mis en place il y a deux décennies pour traiter les causes profondes du conflit, et qu'elle n'a finalement jamais réussi à mettre en œuvre. ➡️ Le 12 avril 2005, le #UNSC et les #USA ont salué le plan d'action visant le désarmement et le rapatriement des membres des #FDLR au Rwanda, sous la supervision et l'assistance de #MONUC (la première version de @MONUSCO). Les #USA déclaraient alors, au sujet de ce plan : "Nous comptons sur le Rwanda, ainsi que sur les Nations Unies et les organisations internationales, pour collaborer avec la RDC et les FDLR afin d'assurer un rapatriement rapide des membres des FDLR et de leurs familles." ➡️ En juillet 2005, l'@_AfricanUnion a salué la décision de #MONUC de "mettre en place des sites de regroupement destinés à accueillir les combattants des #FDLR et leurs familles avant leur retour au Rwanda". Cependant, l'@_AfricanUnion a déploré que trois mois après l'adoption de ce plan d'action, aucun "mouvement" n'ait été "enregistré". À noter que cette "absence de mouvement" reste encore d’actualité deux décennies plus tard. ➡️ Compte tenu de la condition préalable claire et non équivoque pour résoudre le conflit en #RDC – à savoir la neutralisation des #FDLR, y compris leur rapatriement au Rwanda avec leurs familles – il faut expliquer comment la mission de maintien de la paix de l’ONU est passée d’un mandat de coordination et d’assistance à la neutralisation des #FDLR, à une mission qui arme et fournit un soutien logistique et opérationnel à un gouvernement ayant pleinement intégré les #FDLR dans son armée nationale. Ce même gouvernement promeut, à travers des communications officielles, l'idéologie génocidaire que les #FDLR défendent depuis trois décennies, et qui continue à décimer les communautés tutsies dans l'est de la RDC. ➡️ Il faut également expliquer comment @MONUSCO en est venue à soutenir militairement et logistiquement une coalition gouvernementale de la RDC, composée de groupes armés dirigés par des chefs de guerre sanctionnés par l'ONU et l'UE, perpétrant des atrocités depuis des décennies, ainsi que des mercenaires européens, luttant ensemble contre une population tutsie congolaise innocente, dont le seul tort est de vouloir survivre et refuser une vie éternelle d’exil. ➡️ Il est essentiel d'expliquer comment l'ONU modifie consciemment le récit à travers des rapports cherchant à convaincre le monde qu'il existe une logique dans ce changement d'approche radical. Le #USA avait déclaré, au vu de ce plan d'action, « nous attendons du Rwanda, ainsi que des Nations Unies et des organisations internationales, qu'ils travaillent avec la RDC et les FDLR pour assurer le rapatriement rapide des membres des FDLR et de leurs familles. » ➡️ En juillet 2005, le @_AfricanUnion saluait la décision du #MONUC de « se mettre à préparer des sites de regroupement destinés à accueillir les combattants [ #FDLR ] et leurs familles avant leur retour au Rwanda ». Le @_AfricanUnion déplore cependant que 3 mois après ce plan d'action, aucun « mouvement » n'ait encore été « enregistré ». En fait, il faut noter que cette « absence de mouvement » n'est toujours pas enregistrée 2 décennies plus tard. ➡️ En raison de la condition préalable simple et sans ambiguïté à la résolution du conflit en #DRC , à savoir la neutralisation #FDLR , y compris en les rapatriant ainsi que leurs familles au Rwanda, il faut nous expliquer comment la mission de maintien de la paix de #UN est passée d'un mandat de coordination et d'assistance à la neutralisation de #FDLR , à celui d'armement et de fourniture d'un soutien logistique et opérationnel à un gouvernement qui a pleinement et officiellement intégré #FDLR dans son armée nationale, qui soutient par ses communications officielles et publiques l'idéologie du génocide que #FDLR promeut depuis 3 décennies, et qui décime les communautés tutsies de l'est #DRC . ➡️ Il faut en effet expliquer comment nous en sommes arrivés à @MONUSCO armer et à fournir un soutien logistique et opérationnel à la #DRC coalition gouvernementale de wazalendo dirigée par des seigneurs de guerre sanctionnés par l'ONU et l'UE et leurs groupes armés, qui commettent des atrocités en RDC depuis des décennies, ainsi qu'aux mercenaires européens qui combattent tous ensemble contre une population tutsie congolaise innocente dont le seul défaut est sa décision de ne plus mourir et d'être condamnée à une vie d'exil sans fin. ➡️ Il faut aussi expliquer comment le #UN change consciemment le récit à travers des reportages qui cherchent à faire croire au monde qu'il y a quelque chose de rationnel et de logique dans ce changement complet d'approche. The international community, i.e., @MONUSCO, #UNSC, @USUN, & #UNGoE, in their current "conflict resolution" method in #DRC, notably deny the action plan they had put in place 2 decades ago with the objective to address the root causes of the conflict, and which they ultimately failed to implement. ➡️ On April 12, 2005 the #UNSC & the #USA welcomed the action plan of disarmament & repatriation to Rwanda of #FDLR, on the watch & assistance of #MONUC (the first version of @MONUSCO). The #USA had declared, in view of that action plan, "we look to Rwanda, as well as the United Nations and international organizations, to work with the DRC and FDLR to ensure the expeditious repatriation of FDLR members and their families." ➡️ In July 2005, the @_AfricanUnion welcomed #MONUC's decision to "set out to prepare regrouping sites designed to accommodate the [#FDLR] combatants and their families prior to their return to Rwanda". However, the @_AfricanUnion deplores that 3 months after this action plan, no "movement" has yet been "registered". In fact, it is to be noted that this "absence of movement" is still to be registered 2 decades later. ➡️ Owing to the straightforward & unambiguous precondition to solving the conflict in #DRC, i.e., neutralizing #FDLR, including by repatriating them & their families to Rwanda, one must explain to us, how did the #UN's peacekeeping mission go from being mandated to coordinate & assist with the neutralization of #FDLR, to it arming & providing logistical & operational support to a government, which has fully and officially integrated #FDLR into its national army, which supports through its official & public communications the genocide ideology that #FDLR has been promoting for 3 decades, and which has been decimating the Tutsi communities in eastern #DRC. ➡️One must indeed explain how did we get to @MONUSCO arming & providing logistical & operational support to the #DRC government coalition of wazalendo led by UN & EU sanctioned warlords & their armed groups, who have been committing atrocities in DRC for decades, as well as to European mercenaries all fighting together against an innocent Congolese Tutsi population whose only fault is its decision to no longer die & be condemned to an endless life of exile. ➡️ One must also explain how does the #UN consciously change the narrative through reports that seek to make the world believe that there is something rational & logical in this complete change in approach. That is to say, one must explain why today Rwanda is being blamed for reminding that same international community the root causes of the conflict that it acknowledged 2 decades ago, and the promise it had made to address it, while Rwanda is still being accused of "using #FDLR as a pretext" to defend its borders. ➡️ Given our understanding of this history, one must ultimately explain to us how did the perpetrators of the 1994 genocide against the Tutsi — their growing body of supporters, and the Congolese armed groups and officials they have contaminated with their anti-Tutsi genocide ideology — suddenly become victims of a so-called "Rwandan aggression", which they mean to say is a "Tutsi aggression", as embedded within the phrase "M23 supported by Rwanda". ➡️ The idea that the #UN & its international community are accepting to be manipulated by the coalition which is currently waging war against the Tutsi minority, is equivalent to telling the whole world that the Tutsi do not deserve to live, but deserve to die.
