After more than a quarter of a century in exile, we came hoping for answers.
Instead, we left with more questions.
❌ No timeline was provided.
❌ No concrete commitments were announced.
❌ No practical next steps were explained.
We were told that there is no resettlement programme.
For families who have waited more than 25 years for a durable solution, that answer is deeply disappointing.
Before the meeting even began, refugees were instructed to surrender their mobile phones before entering the room.
For many of us, this was deeply unsettling.
We came to the UN refugee agency hoping for dialogue, yet the meeting began with security measures that felt more appropriate for a restricted government building than for a humanitarian organization.
💬 One refugee asked a question that many of us have been asking for years:
“There are only around 120 of us left. We are not thousands. There are so many countries around the world. If even a few families were accepted by different countries over time, our community would no longer still be trapped here after more than a quarter of a century. Why is that still impossible?”
Later in the meeting, UNHCR Regional Representative for Central Asia Mahir Safarli acknowledged the passage of time by saying:
“I know that it’s no longer only children. You already have grandchildren born here.”
Those words recognize our reality.
But recognition alone is not a durable solution.
Refugee status was never meant to become a lifelong condition passed from one generation to the next.
We respectfully ask donor governments, resettlement countries and humanitarian actors for transparency, a clear roadmap, and concrete action for refugees who cannot safely return and cannot locally integrate.

⏳ Today, 25 June 2026, at the UNHCR office in Bishkek, our community met with Mahir Safarli, UNHCR Representative for Central Asia, who leads UNHCR’s work across the Central Asian region.
The previous day, Mr. Safarli met with Kamchybek Dosmatov, First Deputy Minister of Labour, Social Security and Migration of the Kyrgyz Republic, to discuss refugee protection.
FOR OUR COMMUNITY, THE OUTCOME REMAINS UNCHANGED.

NO PATHWAY TO LOCAL INTEGRATION IN KYRGYZSTAN WAS PRESENTED TO OUR COMMUNITY.
This is not the first time UNHCR has engaged with the authorities of Kyrgyzstan regarding the situation of mandate refugees.
These discussions have taken place repeatedly over many years.
Yet the outcome remains exactly the same.
KYRGYZSTAN STILL DOES NOT RECOGNISE UNHCR MANDATE REFUGEE STATUS.
Today, during our meeting, Mr. Safarli explained that THERE IS CURRENTLY NO RESETTLEMENT PROGRAMME FOR UNHCR MANDATE REFUGEES IN CENTRAL ASIA.
Mr. Safarli also expressed surprise that our community has remained in this unresolved situation for so many years despite holding UNHCR mandate refugee cards.
AFTER MORE THAN A QUARTER OF A CENTURY IN EXILE, OUR COMMUNITY STILL HAS NO DURABLE SOLUTION.
We explained something very simple.
We are NOT ASKING FOR MONEY.
We are NOT ASKING FOR HOUSING.
Many of us are prepared to pay for our own flights and support ourselves if only we are given the opportunity to rebuild our lives.
We simply want our children to have a future.
We want them to grow up with rights, dignity and security.
We want them, at last, to have A PLACE THEY CAN TRULY CALL HOME.
⚠️ We also explained another painful reality.
OUR UNHCR MANDATE REFUGEE CARDS ARE NOT RECOGNISED BY STATE INSTITUTIONS.
They do not provide us with secure legal status under national law.
They do not allow us to build a normal life.
For more than a quarter of a century, we have remained trapped between RECOGNITION BY UNHCR and NON-RECOGNITION BY THE STATE.
🚫 We cannot safely return to Afghanistan.
🚫 We cannot legally integrate in Kyrgyzstan.
✈️ RESETTLEMENT REMAINS THE ONLY DURABLE SOLUTION.
This leaves one unavoidable question:
IF DECADES OF DISCUSSIONS HAVE NOT CHANGED KYRGYZSTAN’S POSITION, WHAT REALISTIC DURABLE SOLUTION REMAINS FOR OUR COMMUNITY?
Our children are spending their entire childhood in exile.
They are growing up in isolation.
They are growing up without legal certainty.
They are growing up without belonging.
As recognised in UNHCR Central Asia, Strategy 2025 (Executive Summary):
“Mandate refugees are particularly vulnerable as they are tolerated but not legally recognized, leaving them without identity documents, basic rights or protection, and exposed to economic shocks, discrimination, abuse and exploitation.”
THIS IS NOT JUST A POLICY STATEMENT.
THIS IS OUR DAILY REALITY.
Our children deserve more than survival.
They deserve dignity.
They deserve safety.
They deserve a future.
They deserve, at last, A PLACE THEY CAN TRULY CALL HOME.
RECOGNITION WITHOUT A SOLUTION IS NOT PROTECTION.
We respectfully ask UNHCR, donor governments and resettlement countries to provide a DURABLE SOLUTION for our community before another generation spends its entire life in exile.
