San Francisco taxpayers funded 𝟰𝟯,𝟮𝟯𝟵 𝗰𝗶𝘁𝘆 𝗲𝗺𝗽𝗹𝗼𝘆𝗲𝗲 𝘀𝗮𝗹𝗮𝗿𝗶𝗲𝘀 in FY2025, totaling $𝟲.𝟵 𝗯𝗶𝗹𝗹𝗶𝗼𝗻 in compensation. Average comp: $𝟭𝟲𝟬,𝟬𝟭𝟯. Every one of those people needed an apartment, and they outbid taxpayers for it with taxpayers' own money.
𝗧𝗮𝘅𝗽𝗮𝘆𝗲𝗿��� 𝗙𝘂𝗻𝗱 𝗛𝗶𝗴𝗵𝗲𝗿 𝗛𝗼𝘂𝘀𝗶𝗻𝗴 𝗗𝗲𝗺𝗮𝗻𝗱
The city added 𝟵,𝟯𝟬𝟬 𝗯𝘂𝗱𝗴𝗲𝘁𝗲𝗱 𝗽𝗼𝘀𝗶𝘁𝗶𝗼𝗻𝘀 between FY2010 and FY2025 (26,731 to 36,067 FTE). Total compensation jumped from $𝟰.𝟳𝗕 to $𝟲.𝟵𝗕 in eight years. That's tens of thousands of high-income renters injected into a housing market, funded by the people they're competing against.
A city analyst making $160K beats a barista making $45K for the same apartment every time.
𝗣𝗼𝘀𝗶𝘁𝗶𝗼𝗻𝘀 𝗧𝗵𝗮𝘁 𝗔𝗱𝗱 𝗡𝗼 𝗩𝗮𝗹𝘂𝗲
Some of these employees at least do something. Cops, firefighters, nurses — fine. But entire departments exist where admin headcount balloons while outcomes collapse.
𝗛𝗦𝗛 (𝗛𝗼𝗺𝗲𝗹𝗲𝘀𝘀𝗻𝗲𝘀𝘀 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀) nearly tripled its salary budget from $𝟭𝟮.𝟯𝗠 in FY2019 to $𝟯𝟱.𝟰𝗠 in FY2025. The department employed 254 people at an average comp of $𝟭𝟲𝟵,𝟴𝟬𝟬.
The department head pulled $𝟰𝟯𝟮,𝟰𝟯𝟵. Fifteen "Manager II" positions averaged $𝟮𝟯𝟳,𝟲𝟴𝟯. Homelessness got worse during this hiring spree.
𝗦𝗙𝗠𝗧𝗔 employed 𝟲,𝟰𝟲𝟱 people and spent $𝟲𝟯𝟭𝗠 on salaries in FY2025:
- 𝗠𝗮𝗻𝗮𝗴𝗲𝗿 𝗩𝗜𝗜𝗜, 𝗠𝗧𝗔: 11 people, $𝟯𝟭𝟴𝗞 avg
- 𝗠𝗮𝗻𝗮𝗴𝗲𝗿 𝗩𝗜𝗜, 𝗠𝗧𝗔: 5 people, $𝟯𝟮𝟴𝗞 avg
- 𝗠𝗮𝗻𝗮𝗴𝗲𝗿 𝗩𝗜, 𝗠𝗧𝗔: 18 people, $𝟯𝟬𝟲𝗞 avg
All competing for housing against the taxpayers who fund them.
𝗨𝗻𝗶𝗼𝗻𝘀 𝗜𝗻𝗱𝘂𝗰𝗲 𝗛𝗼𝘂𝘀𝗶𝗻𝗴 𝗗𝗲𝗺𝗮𝗻𝗱
Public employee unions ensure these positions never get cut. They fund supervisorial campaigns. Those supervisors approve contracts that guarantee raises, block layoffs, and expand headcount. When deficits hit, the city raises taxes or cuts services. It never cuts the admin staff competing with taxpayers for apartments.
Taxpayers are paying people $300K to manage the managers who manage the contractors, and then losing apartments to them.
How do the taxpayers take their city back from the public employee unions?
Once again, press coverage that could hardly hide a biased viewpoint, this reporter said NOTHING about all that Marie Hurabiell has done--full time--to help #fixSF in the last 6-7 years, nor that she created the largest grassroots citizen engagement organization that actually influenced campaigns and @SFGov policies.
Nor that Connie Chan publicly opposed the school board recalls while Hurabiell fought for the recalls--a critical issue to the Chinese community to signal the board of education that families have had enough with DEI agendas taking precedence over educational outcomes.
Nor Chan's soft-on-crime legislative history, another critical issue for the Chinese Community where Hurabiell fought for public safety, for constraining the anti-cop police commission, for prosecuting crime as Brooke Jenkins has done and Chesa Boudin.
Nor that Chan was a vocal opponent of the recall of Chesa Boudin, and supported Ryan Khojasteh--a candidate with zero relevant experience--for DA against Brooke Jenkins (both the opposite of Hurabiell's positions). These were two endorsements that could not have been more offensive, more of a betrayal, to a Chinese Community that was sick and tired of Asian hate crimes during Chesa Boudin's and the prior DA's tenures.
Nor that Chan was against Prop 36, the voter initiative to revise the crime-coddling Prop 47 which arguably was breaking San Francisco, putting more teeth in the law for criminal prosecutions. Hurabiell and her organization ConnectedSF fought FOR the bill, collecting signatures, writing letters, persuading everyone they could get to. This was, again, a straight-up betrayal by Chan of Chinese voters.
Connie Chan has been consistently aligned with the most progressive, Leftist Supervisors throughout her tenure in @SFGov, not the moderate voting interests of the San Francisco Chinese Community who care deeply about public safety and education--exactly what Marie Hurabiell cares about.
All of this, and the reporter's only paragraph on Hurabiell only cites that she is a former Republican appointed by Trump to the Presidio Trust board--both of which were many years ago, and never, does she or any other biased reported even attempt to explain or understand why Hurabiell switched parties years ago.
In terms of both policy positions AND what Hurabiell has actually fought for over the last seven years, it could not be clearer that she is the most closely aligned with what the Chinese Community actually want from leadership.
So wake up! Identity voting has little to do with policies and principles, the real grist of what any Community wants from leadership.

Until now, San Francisco has had nine different teams responding to the crisis on our streets.
And still, every San Franciscan—including myself—has walked by someone suffering and wished they could do more.
Today, we are launching a new integrated neighborhood street team model that will help us do more—together.
Starting today, those nine teams will become one unified system.
Each team will know the people they’re helping by name. Each team will be responsible for helping these individuals on their journey from the street to treatment, housing, or back to loved ones.
Our goal is to give people a better, more humane option than being on the street, whether that’s a shelter bed or a treatment center. And, for those unwilling to accept help, we can no longer allow them to cause disorder on our sidewalks, at a MUNI bus stop, or in our parks. San Francisco will once again be a place where we enforce our laws and ensure public spaces remain available for everyone.
Here are the key reforms:
✅ We are consolidating 9 teams into 5 tightly knit neighborhood-based units—plus a 6th citywide team. These teams will handle outreach and will be responsible for enforcing sit/lie laws and ADA requirements.
✅ Each team will work with individuals who are experiencing chronic homelessness or acute behavioral health issues.
✅ Each team will be led by a Department of Emergency Management team conductor who will coordinate city services, law enforcement, and community input—making sure everyone is moving together.
✅ While neighborhood teams focus on their assigned areas, the citywide team will deploy to hotspots—addressing displacement issues before they grow and supporting urgent responses across the city.
If you’re a business owner, if you’re a resident, you’ll see change.
And if you’re someone who needs care on the street, you won’t be passed from one team to the next—you’ll get help from a team that is deeply knit into the community.
San Franciscans voted for accountability. San Franciscans voted for change.
This is both.

Our city has suffered from a tragic series of gun shootings: a Galileo high student shot while Breed partied in Chicago, a young girl in Crocker-Amazon with life-threatening wounds, and now 49ers first round draft pick Ricky Pearsall struck with gunfire during an attempted robbery in Union Square.
Enough is enough. If we want public safety in San Francisco, then we need change in City Hall.
