The #EasternSRHRCoalition Members reviewed the Draft African Charter on Family, Sovereignty and Values and expressed concern about its provisions that undermine and seek to roll back the gains made under the #MaputoProtocol, particularly Article 14, which protects women’s and girls’ Sexual and Reproductive Health and Rights #SRHR.
The Coalition considers the Draft Charter to be regressive and repressive, as it threatens to undermine significant progress made in advancing #GenderEquality, women’s rights, #bodilyautonomy, and access to sexual and reproductive health services.
Following the review, Coalition members committed to take collective and strategic action to safeguard the gains achieved under the Maputo Protocol. The Coalition will also advocate for the Government of Uganda not to ratify the Draft African Charter and will engage relevant stakeholders to raise awareness about its potential implications for women’s and girls’ rights.

16 years since Uganda ratified the #MaputoProtocol 🇺🇬
Yesterday, the Equal Opportunities Commission joined @WomenProbono and key stakeholders to reflect on progress in advancing the rights of women and girls, while addressing persistent implementation gaps. Key takeaways:
📌 Reporting & Accountability
Under Art. 26 of the Maputo Protocol and Art. 62 of the African Charter, state parties must report every two years. Consistent, timely reporting is vital to measure the real impact of laws and policies on women and marginalized groups.
⚖️ Legislative Milestones
Uganda has made significant strides, including:
• FGM Act (2010)
• Domestic Violence Act (2010)
• Persons with Disabilities Act (2020)
• Succession (Amendment) Act (2022)
Full, funded enforcement remains the next critical frontier.
🩺 Health & Bodily Autonomy (Art. 14)
High unmet need for family planning and high adolescent pregnancy rates remain major challenges. Legal ambiguity around reproductive health services leaves both young women and healthcare providers vulnerable. Clear regulatory guidelines under Art. 22(2) of the Constitution are key.
♿ Intersectionality & Disability Inclusion
Women with disabilities face compounded discrimination, from physical and information access barriers to a heightened risk of GBV. Inclusion cannot be an afterthought. It demands deliberate, budgeted accommodations from program design to delivery.
➡️ Way Forward
Taking stock of our wins is only the start. To honor Uganda's obligations under the Maputo Protocol, we must strengthen parliamentary oversight, institutionalize inclusive budgeting, and bridge policy with community-level protection.

16 years since Uganda ratified the #MaputoProtocol,we call for its full implementation.Reservations to Article 14(1)(a) and 14(2)(c) must not eclipse girls’ rights.End child marriage through sustained investment in education, bodily autonomy& accessible SRHR information &services.

From the #MaputoProtocol to #CEDAW, #ACERWC, #CRC & the #AbujaDeclaration,Uganda has committed to protecting women,girls & children.
We demand:
✅ SRHR financing
✅ Protection from GBV
✅ End child marriage
✅ Keep girls in school
✅ Meaningful youth participation
#SRHRAdvocacy

Funding for girls’ rights is not charity. It is an obligation.
Uganda’s commitments under #CEDAW, #MaputoProtocol, #CRC and #ACERWC create a strong framework for protecting women, girls & children.
Now we need budgets that match those commitments. #SRHRAdvocacy #GirlsTakeAction

Uganda still ratified the #MaputoProtocol in 2010. Article 14 protects women’s health & reproductive rights.
Commitment must mean action: finance adolescent friendly SRHR services & information, contraception, maternal healthcare and protection from sexual violence. #SRHRAdvocacy

A girl’s body is not a bargaining tool.
Uganda’s commitment to the #MaputoProtocol means advancing women and girls’ reproductive rights, dignity & protection from violence & harmful practices.
We call for policies, services & budgets that make bodily autonomy real. #SRHRAdvocacy.

#ReproductiveLitigationBaraza2026 "Culture is dynamic & must evolve to uphold equality & dignity," says African Commission on Human and Peoples' Rights Legal Officer Mosupatsila Nare. She says the #MaputoProtocol balances respect for culture with the protection of women's rights.

Protecting the Girl Child. Every girl deserves education, safety, healthcare and the opportunity to reach her full potential. #Maputoprotocol

Did you know that women's rights in Africa are protected by more than one African Union legal instrument?!
The #MaputoProtocol is widely recognized as one of the world's most comprehensive treaties on women's rights, but it is not the only @_AfricanUnion instrument that protects women and girls.
The African Charter on Human and Peoples' Rights guarantees equality and non-discrimination. The African Charter on the Rights and Welfare of the Child protects the rights of every girl child, including the right to education and protection from harmful practices. The African Youth Charter promotes equal opportunities and participation for young women and men.
Together, these legally binding instruments provide a strong foundation for advancing #genderequality across #Africa.
They are advocacy tools that #civilsociety can use to promote accountability, influence policy, and protect the rights of women and girls.
This #FactDropFriday, take time to explore these African Union instruments. The stronger our understanding of them, the stronger our advocacy can be.
