Agree on the talent bit @sriniv1968, but in my reading #Rickover wasn’t just ‘deep tech’ – he was the product of very specific systems: ruthless selection, long tenures in a critical niche, single‑point accountability, and the ability to override bureaucracy.
He after Naval Academy went through what is essentially a “deep specialisation” pipeline: Naval Postgraduate School and an M.S. in Electrical Engg at Columbia, followed by submarine duty and engineering billets, embedding him in the Navy’s technical core rather than line‑#command mainstream.
Our services certainly have officers with Rickover‑like intellect and hands‑on engineering rigour. What’s missing is a system that identifies them early, clusters them in mission‑critical tech roles, and then shields them from routine posting cycles, committee‑driven dilution – and, in my view, from a kind of ‘command essentialism’ that treats every career as incomplete without the standard command ladder, even when their highest value is long‑term technical stewardship.
The real reform agenda isn’t the assertion ‘we have many Rickovers’, but redesigning career paths, promotion criteria and authorities so they’re used as Rickover was – as long‑term owners of a technology domain, not just bright COs doing their time or on a ‘psc’ track where upward mobility is guaranteed as long as you stay safe and don’t screw up.
The Rickover archetype is almost the opposite: high‑risk, high‑accountability, deep technical stewardship over decades.
If we’re serious about ‘many Rickovers’, we need a parallel track where officers are selected early, concentrated in a few critical programmes, evaluated on what they build (not how few waves they make), and then left in place long enough to shape institutions. Otherwise, the system will keep smoothing them out into just another safe, well‑rounded colonel/commodore/air commodore.
