In Manipur, all armed Naga groups and larger Meitei revolutionary initiatives are officially labelled as “insurgent” by the State. But this label has gone far beyond armed outfits—it now shadows entire communities.
Meiteis and Nagas are increasingly viewed through a security lens rather than as citizens with political rights. As a result, when civilians protest, raise demands, or express anger over the ongoing crisis, their democratic actions are often treated as “law and order problems” instead of legitimate dissent.
This environment gives security forces wide operational freedom on the ground, while political accountability and civilian oversight remain weak. Protest, shutdowns, women-led movements, and public mobilisation are met with militarisation, curfews, arrests, and internet bans instead of dialogue.
The tragedy is that communities already suffering violence, displacement, and loss are also denied political trust. Collective punishment, suspicion, and silence have replaced engagement.
Peace in Manipur will not come through force alone. It requires recognising civilians as citizens—not potential enemies—and restoring democratic space, accountability, and dignity for all communities.
Security without justice only deepens unrest.
