52 U.S.C. § 10307(c) makes it illegal to give *any* gift along side voting materials, that is an established thing of value and not campaign swag.
Because the ShamWow is a generic non-campaign branded consumer product (and one that is high priced despite it being a piece of crap), it technically counts as a bribe.
