There’s a man in southwest China accused of pretending to adopt dogs, then turning that trust into an abuse case so ugly people gathered outside his apartment for days.
Police in Chongqing say Li, 39, lied about wanting to take in dogs, then harmed them, with some dogs not surviving. Three dogs found at his home were taken for treatment and shelter.
On June 10, police put him under administrative detention under China’s public security law. That’s the part that made people angrier: animal advocates wanted a criminal case, but China still has no national companion-animal cruelty law.

Hundreds of outraged individuals gathered in Chongqing after allegations that a man known as “Sam’s Packing Guy” (山姆打包哥) spent years torturing and killing local dogs and cats, filming the acts for profit.
According to multiple reports, neighbors heard dogs screaming, confronted the suspect, documented injuries, and repeatedly called the police, yet were told that “killing dogs is not illegal.” For many, the issue thus grew into a call for legal reform, for China, the world's second-largest economy, to adopt a comprehensive anti-animal-cruelty law.
In response, large numbers of uniformed and plain-clothed officers were deployed, and videos have circulated of protesters being beaten and detained. The incident is currently being censored online, with content carrying even the keyword "Chongqing" heavily restricted.
In the end, the protestors demands were modest. The authorities' reaction was not.
