Age verification is not a measure that only applies to children. Because to keep one age group off a platform, you have to establish the age of everyone on it. Von der Leyen used today's State of the Union address to present plans on age restrictions for social media.

“No social media under the age of 13. No personal account under the age of 15,” Von der Leyen said, adding platforms would also have to introduce “safe design” for under-18s.

The objective is legitimate and widely shared, but an age gate is an identity layer by another name, and it affects the entire user base rather than the group it is meant to protect. Whether this proposal is a problem depends almost entirely on which verification method is required, not on the age threshold, and not on which platforms are in scope.

Practically speaking, this will likely create an ID verification requirement for using large parts of the internet.

Reporting ahead of the speech gave some indication of where this was heading, but one could not predict the speech’s bombshell announcement: that Canada could become the EU’s first “associate member”.

The speech ranged well beyond this, too, with topics such as the long-discussed European Security Council, bringing together the EU and like-minded countries, including the United Kingdom, Canada, Ukraine and Norway; the strategic role of European data, particularly in the context of healthcare; and the broader role of Europe in AI development also making the list.
