Proposed Amendment XXVIII:
1. The President is subject to criminal laws like all persons. No immunity for official acts.
2. Temporary immunity from arrest/detention, except for high crimes.
3. No self-pardon or pardons for co-conspirators.
4. Congress can enforce this amendment.
