@robinberjon The EU ‘problem’ is not just GDPR, it’s ePR. You need CONSENT to store or access information (FLOC IDs) on a browser. Gaining that consent requires GDPR-strength methods and transparency. I can’t see UK and EU Regulators placing FLoC in the ‘strictly’ necessary category.
