Finally someone said this.. more is not always better. In general so much of energy and focus goes on shipping new things, little less on improving core product.
A product/app/service people use, and a business around it, is a sum of a million parts. Once customers have a core set of expectations, shipping fast and breaking things is not really an option in a lot of domains.
You cannot survive without shipping code. You also cannot survive by only shipping code.
I think, the debate around shipping velocity/volume/quality/review etc stem from a fundamental misalignment in understanding this.
