In a lot of ways, company legal teams pushback to prove their worth and see what they can get.
I say, teach them how to work with you. If they don’t want to sign your NDA, send them to a competitor who might. Internal people might move a mountain to work with you if you say no.

If it’s fixed fee with clear scope, they finish the work with no more $. That’s not on you. They charge more for that risk.
If they’re claiming scope changes, that’s a different issue.
If it’s T&M, you terminate the contract, get the files and hire someone else. Sunk cost fallacy will screw you here. Everyone involved is grumpy now and trust is gone.
As someone who has pitched you and lost the deal (which is totally fine), that’s what I would expect.
